It is ironic that Mmusi Maimane, Songezo Zibi and Herman Mashaba all said they voted in support of the VAT Inclusive Fiscal Framework to avoid a crisis of South Africa not having a budget.
Today, the Minister of Finance has withdrawn the Division of Revenue Bill, the Appropriations Bill and Parliament has written to the Western Cape High Court accepting that we need a new Fiscal Framework.
The only thing that remains in place is the 0.5% VAT increase - and they have absolutely no clue how they will realistically and legally reverse it before the 01st of May 2025.
They came back with no alternative revenue generation mechanisms to the VAT increase, just austerity through a R75 billion shortfall.
All of this was avoidable if they had allowed us to amend the fiscal framework on the 01st of April 2025 - and not give recommendations which have proven meaningless.
As things stand today, South Africa does not have a budget, which is what they claimed they were trying to avoid.
SARS on the other hand is saying the there will be two VAT rates until the 15th of May 2025. A 15% VAT rate and a 15.5% VAT rate running simultaneously.
Action SA, BOSA and Rise Mzansi’s catastrophic blunders and their implications during this process will be taught in universities.
