📌 Entre narcotrafic et rivalités de puissance en Amérique latine, nos partenaires traditionnels sont courtisés par de nouveaux compétiteurs.
📌L'ordre international s'affaiblit dans la zone caraïbe, marquée par une crise de gouvernance globale et du multilatéralisme, ainsi que par l'émergence de nouveaux acteurs et stratégies politiques.

❓Quels sont les nouveaux rapports de force à l’œuvre ? Comment co-construire des modèles de sécurité durables, adaptés aux réalités locales ? Il ne s’agit plus d’imposer des solutions, mais de repenser ensemble les partenariats, dans une logique d’écoute, de réciprocité et d’efficacité stratégique.

Global South – Beyond spheres of influence

The Mediterranean, Africa, Latin America: these strategic areas have become the crossroads of power struggles, where security, economic and political issues intersect, requiring a renewal of interpretative frameworks and analyses.

📌 Between drug trafficking and power rivalries in Latin America, our traditional partners are being courted by new competitors.
📌The international order is weakening in the Caribbean, marked by a crisis of global governance and multilateralism, as well as the emergence of new actors and political strategies.

❓What are the new power dynamics at work? How can we co-construct sustainable security models that are adapted to local realities? It is no longer a question of imposing solutions, but of rethinking partnerships together, with a focus on listening, reciprocity and strategic effectiveness.
These are some of the questions that will be analysed and debated at the next Paris Defence and Strategy Forum #PDSF2026:

🇹🇷 is enjoying significant diplomatic success recently, presents itself as militarily successful & uses religion as cultural affinity. All of which are well seen in Africa.

The development of Turkey as a new, visible and influential player in the Sahel has gathered pace in recent months.

After the video of the Turkish instructors in Bamako (Mali), the other juntas are multiplying their contacts with Ankara, gradually distancing themselves from Moscow.

This gradual distancing can be explained by a number of factors, not least the deaths of Prigozhin and Utkin on august 23.

I wouldn't be surprised to see new countries signing agreements with sahelian countries, at a time when Moscow is losing its foothold in Syria, which is the most important logistical platform for linking up the Middle East.
