The Ministry has embarked on a programme of electricity sector reforms. Recognising its low capability the Ministry
sought and engaged international expertise through the Inter-American Development Bank.
In March 2025 commenced a rigorous analysis and review of the Electricity sector with specific reference to an All-island Electricity Licence and the robust regulation of the sector.
This was achieved through funding from the Energy Management and Efficiency Programme. That phase 1 assignment provided a very detailed report outlining a detailed, timed plan of action. This report was analyzed and accepted by the Ministry and submitted for Cabinet Decision for the way forward.
The position was taken to have a new licence being mindful of citizen welfare and the National interest specifically lower energy costs to the consumers and a competitive energy price for the industry.
Petrojam continues to be a critical pillar of Jamaica’s energy security, ensuring that fuel remains available not just locally, but also contributing to regional markets.
For the 2026/27 financial year, the company is projecting total sales of 12.21 million barrels, with 7.2 million barrels dedicated to the domestic market and 4.9 million barrels for export.

#TransportFuelPrices We have provided Billions in protection for Jamaicans during this energy crisis.
Between March 12 and April 8, 2026, transport fuel prices rose by about J$49.20 per litre, but only J$18 was passed on to consumers due to the government’s pricing cap.
The remaining cost was absorbed by Petrojam to cushion households and businesses. That is a buffer of about US$8.6 million (J$1.3–1.4 billion) worth of protection that this Government has provided for Jamaicans during this energy crisis.
Let me make it abundantly clear that this Government has provided no further funding to JPS outside the $150M loan and not only has electricity been restored to over 99% of Jamaicans; but critical infrastructure including water, ATM services, Hospitals and other critical services; are restored as well.
As at this morning, May 5, the number of customers without power is 1,343, so restoration completion is now at 99.81%.

#Update 🚨 Compared to 2025, as at April 14th of this year we have seen a 56% reduction in the number of child fatalities from motor vehicle accidents.
Not 1 child has been killed whilst being a passenger on any of the buses in the Rural School Bus System. Despite others making such unfortunate pronouncements, we have implemented a safe and scaleable system for Rural Students.

On this Sunday I am pleased to be here with the JPS CEO and team to restore electricity to the people of Darliston using the this temporary solution while work continues to have full restoration done.
Today I joined JPS for the Official Launch of the JPS Emergency Mobile Power Generation Unit.
With every crisis, comes an opportunity and I laud the team for this innovative solution to restore power to sections of Black River whilst other restorative work continues.
We have significantly cut the restoration time by 4-6 months for Jamaicans in the affected areas and I am pleased to state that with this Mobile Power Generation Unit, residents of Black River will have electricity restored by the night of December 25th.
The work continues throughout the holidays as I remain committed to accelerating the reconnection of as many Jamaicans across the affected areas as we possibly can.
When asked “why has the Government been so strident in not renewing the existing JPS licence?” Or “Why didnt the Govt extend the JPS licence instead of giving them a loan?” These billing occurrences are first to mind.
The licence is outdated and does very little to protect the Jamaican citizens and even less to support them following natural disasters.
Though the 7% increase due to fuel sourcing is less than increases throughout the year and is also much less than the 16.6% announced by the JPS following Hurricane Beryl, a better way forward is attainable.
It must be noted that these increases will only be applied to customers who had electricity for the billing period.
