Shaykh-ul-Islam elucidates different definitions of "Hilm", stating that:

Hilm is when anger is controlled, and the wrongdoer is also forgiven (forbearance).

When a person's nature develops such self-control and inner calm that anger does not arise at all, this state of the heart is called Hilm (forbearance).
