Too little, too late for Western Michigan, but this interpretation confirms what @MikePereira told @TheAthletic over the weekend:
Replay is supposed to defer to the clock on TV.
The MAC now says that “replay protocol was not properly followed” in the Western Michigan-Michigan game and the league has filed a formal appeal with the NCAA FBS Oversight Committee to be recognized as the winner.
I used to be a camera operator for Auburn Athletics and worked many college football games for ESPN and SEC network. The Big Ten is lying to you and fabricated evidence for Michigan to have an extra play at the end of the game against Western Michigan. The stadium clock is the standard. Not whatever the replay booth decides it is.
Wow, in the NFL the game clock everyone sees on TV is used to govern all disputes. Not the super secret clock the Big Ten supposedly used. This keeps getting worse for the Big Ten. Credit for good reporting here.
Michigan’s Hail Mary that came after the Wolverines were given one extra play, shouldn’t have happened, according to rules expert Mike Pereira.
Our story on how Michigan-WMU refs used a game clock no one else could see for their pivotal review:

Been on the phone with several CFB refs/officials this morning
They are in complete agreement last night's outcome in Michigan is one of the most inexplicable they've ever seen
More on today's show (1e/12c)
You just told everyone the cameras were strobe-synced 85 minutes before kickoff to guarantee alignment.
Then the broadcast clock and your clock disagreed by a full second on the last play of the game.
One of those two things is false. Pick which one and show your work.
lol. Big ten refs are the worst. Ref is literally staring right at the face mask. 😂😂. I could care less either way but just as a college football fan this is getting stupid. I get ya miss some calls and nobody’s perfect but they were ripping his helmet off right in front of the referee! 🤦🏼♂️😂😂 Felt bad for western Michigan though. Game shoulda been over but then again how would the refs know no time was left when they can’t even see a face mask 5 ft in front of em staring right at it.
the clock on your tv screen isn’t the official game clock
the official clock is this other special one I have in a drawer over there you can’t see it right now though
stop complaining
A defining image of college football’s descent into illegitimacy: U of M fans storming the field after beating Western (four-touchdown underdogs) on a hail mary made possible by a phantom booth review placing one second on a game clock that had clearly, conclusively expired.
The proliferation of gambling makes "shit happens" no longer an acceptable excuse. There should be a vehicle for fixing grossly unfair outcomes like the one that happened to Western Michigan tonight.
The replay system is supposed to fix clear errors. In Saturday night's Western Michigan-Michigan game, a clear error by the replay system gave Michigan a mulligan -- and delivered an undeserved Hail Mary win. https://t.co/eIMKs5SbWG
