Children, boys in particular, need to be actively engaged with a subject to stay focused. You can't just drone facts at them in a sterile and bloodless environment and expect them to lock in
Conservatives are cautious, deliberate, and slow to act. They will only invest in art that has already been produced and has a quality reputation. This is because they see art as just another commodity or service. Artists are seen as technicians, factory workers, assembling widgets from a set of blueprints that already exist. Go to a museum and look around... just do more of that.
They bristle at the thought of investing into unproven or developing artists because why should they? They wouldn't invest in an unproven plumber, mechanic, or contractor... why should artists be any different?
They can't see that artists are more like startups. It begins with a vision... a dream. Investors see the potential of this vision and provide resources to facilitate its production/realization. Sometimes it works, and you have a runaway smash hit. Other times it crashes and burns, and the only thing left is blood stains and shit smeared walls, surrounding piles of burning embers that used to be piles of money.
