A couple of problems:
1. Wala usually gulay sa mga grocery stores for their food and most of the poor don't buy in bulk from grocery stores, but tingi from tiangges.
2. The money is used beyond food expenses, e.g. children's school allowance, transpo, home repairs, etc.
