The Hillsborough Law received its first reading in the House of Lords today.
It presently includes several exemptions:

Schedule 2
Part 2, 2
(4) The following are excluded bodies-
(a) a court;
(b) either House of Parliament;
(c) the Scottish Parliament;
(d) Senedd Cymru;
(e) an implementation body.

The PM and Cabinet are not excluded.
