Well the resale issue only applies to the residential plan.

But with the business plan, they do not prohibit that at all.

And for the bandwidth, the software is able to place a limit on what users can use and also it disables torrent downloading.

At the moment, in the hostel we deployed to, we set their limit to 15 to 20mbps for download and upload speed.
