NYS CORRECTIONS OFFICER ABSOLUTES
1.*There will be ABSOLUTELY NO Retaliation, Discipline, Criminal Charges, Fines, Reduction of pay, or anything there of to any persons who participated in the protest. With no further prison or facility closures.

3.The Resignation of Commissioner Martuscello for his lack of transparency, honesty and mismanagement of the Department of Corrections.
4.The suspension of HALT Act by Executive Order, until legislative revision of the law is made to guarantee the safety of NYS Corrections Officers. With Nyscopba input ensuring the revisions guarantee the safety of its members.
5.Repeal of DOCCS policy that staffing expectations of 70% is the new 100%. With the addition of all contingent posts added to facility Budgeted Fill Levels and made permanent.
6.A DOCCS Policy that protects Officers and staff from discipline for any BWC recordings during non I/I interaction’s. To equal the idle protections given to other law enforcement agencies.
7.The access and review of any BWC video and audio for the purposes of writing Use of Force reports and Unusual Incident reports
8.The IMMEDIATE cease and desist of any mandatory overtime that is for NONESSENTIAL I/I programs or activities.
9.Officers are NOT Required to work in excess of 16 hours unless exigent circumstances exist such as minimum safety standards for the facility and nature.
10.Any Overtime will be paid to Officers and Sgts at a rate of 2.5 times pay. Due to the staffing burden caused by DOCCS mismanagement.
11.Salary Grade increases of Correction Officers to grade 17 and Corrections Sergeants to grade 20. For the purposes of recruitment and retention of staff.
12.After the resolve of the protest all DOCCS Facilities will remain on lockdown until the safety and security of both officers and inmates is established.
13.The implementation of a Geographic Hiring policy to include all the Hubs of DOCCS.
14.The requirement of body scans for anyone entering a DOCCS Correctional Facility and the requirement of all I/I to submit to a body scan after a contact visit.
15.Changing the longevity pay scale from 25 years to 15 years.
With more imminent strikes from NYS Correctional Officers - a common problem you will hear about is the NYS HALT Act which was passed in 2022.
The NYS HALT Act is putting our Correctional Officers in danger!
In summary - the law dramatically limited our COs ability to control bad behavior in our prisons - primarily through solitary confinement.
By limiting solitary confinement, violent inmates are staying in the general population—leading to more attacks on officers and fellow inmates.
Since HALT was enacted:
🔴 Assaults on COs have skyrocketed
🔴 Officers have fewer tools to control violent inmates
🔴 Staffing is at crisis levels due to low morale & early retirements
🔴 Gangs and predators now run the show
NYS politicians have tied the hands of our COs—making prisons more dangerous than ever. Reform is one thing, but HALT has gone too far.
This is all above and beyond prisons closing, major staffing shortages, and increased privileges for prisoners.
Bail reform is another issue for another day - bit I bring this up because it is CLEAR that our politicians care more about catering to criminals than protecting and prioritizing the safety and wellbeing of law-abiding citizens.
