Arguably, had it not been that intervention, Somalia wouldn’t have the warlords, the courts and Alshabaab. Therefore, more stable and peaceful. Somalia is a case study of US intervention and its repercussions.
When the foreign forces arrived under the humanitarian pretext, Mogadishu had two groups fighting but negotiating to end the conflict. When they withdrew in 1995, the city had more than dozen warlords and more were created in the rest of the country.
"Black Hawk Down" is an interesting case study in US militaristic propaganda. In the film the American soldiers who went to Somalia where they harass and kill the locals are portrayed as the sympathetic victims, while the Somalis who are defending their nation are the villains.
Islamic courts formed to counter warlord brutality and when the warlords were defeated, America used Ethiopian proxy forces to invade the country and overthrow the courts. Out of the Ethiopian invasion, came Alshabaab insurgency which continues to this date.

This is a well-argued critical analysis by @Ahmed_Nabaddoon . He stresses that "Somali political culture remain driven by personalities rather than anchored on predictable institutions." I wonder what happened to the stateless Somali culture that existed for so long.
For centuries Somalis existed without centralized rule. Only with the advent of colonial powers, centralized rule was established and it took decades until it overcame local resistance and was effective. Between maybe 1930 and 1960 colonial governments ruled. Between 1960 and 1991 Somalia had postcolonial governments. Since then politics have been localized and regionalized.
The latter pol. order has been in many regards more effective than centralized rule. More schools, universities, hospitals, ports, businesses exist across Somalia today than ever before, not despite but because state failure.
The state as powerful actor actually creates an imbalance in Somali society which is traditionally constituted by dynamic and flexible smaller entities. In these entities kinship (which is much more than "tol"), friendship, common religious orientation, contracts and local cooperation structure everyday life. People do neither need police nor military nor ministers and bureaucrats or state courts to manage their affairs.
The state institutions actually constitute a nuisance since they are often corrupt and elites use them to monopolize ressources. In this context, clans are manipulated to fight over state power. But the latter actually only benefits a few elites, not the ordinary people on the ground.
In sum, the state is a disturbance to Somali life that for, except some 60 years between ca. 1930 and 1991, was happening without state. Thus, my conclusion would be: establish a minimal state that only represents Somalis toward the outside and is capable of defending the country. Otherwise keep things local and regional. The state could be like a council in which all Somalis have their representative (who can rotate within families) but it shall not be where much money goes. It should not be the locus of power, at least in internal affairs.
