The session explored how shrinking civic space and funding cuts are impacting civil society across Africa, while highlighting the need for collaboration and innovation to strengthen digital resilience.

Members of Somali civil society observers from @SONSA_NSA , through @GoleKaab, were present today as the 26th sitting of the 7th Plenary Session of the House of the People of the Federal Parliament of Somalia (11th Parliament) @Golaha_shac_JFS was once again postponed due to lack of quorum.

Only 113 Members of Parliament were in attendance, falling short of the required quorum of 138 MPs, as stated under #Article 24 (1) of the Rules of Procedure of the House of the People. The Rules further specify that the maximum number of MPs allowed to be on leave at any one time is 30, in accordance with #Article 24 (9). This marks the second consecutive time this week that a House of the People session has been postponed due to quorum failure during the ongoing 7th Plenary Session.

The Speaker of the House of the People, H.E. Hon. Adan Mohamed Nur (Madobe), @AadanMadobe who was scheduled to chair the 26th sitting, issued a strong warning to absent MPs. He stated that any MP who fails to attend the next session without a valid excuse will face financial penalties, including deductions from their parliamentary allowances.

The postponed 26th session was observed by civil society members from @SONSA_NSA through the @GoleKaab project, which focuses on promoting transparency, accountability, and adherence to parliamentary procedures in the House of the People of the Federal Parliament of #Somalia.
