Hello @RBI , a few simple questions on your approval to keep bank branches operational on Sunday, 27 Sept 2026:

1. Section 25, Negotiable Instruments Act, 1881 expressly includes Sunday within “public holiday”. If 27.09.2026 remains a public holiday under Sec 25, under which statutory provision has RBI authorised it to be treated as a “working day”?

2. RBI itself has stated that under Sec 25 of NI Act, declaration of public holidays is a Central Government function, delegated to State Governments vide MHA Notification No. 20-25-56-Pub-I dated 08.06.1957.
Where is RBI’s statutory authority to alter that status?

3. RBI’s own instructions separately recognise “Sunday banking” while continuing to recognise Sunday as a public holiday under Sec 25. Therefore, does the 22.09.2026 letter merely permit banking operations on Sunday, or does it purport to change the statutory holiday status of 27.09.2026?

4. If it is merely permission to operate, what is the legal basis for compelling bank employees to work on a day which continues to be a public holiday, particularly in view of applicable Industrial Awards/Bipartite Settlements?

5. Finally, please identify the exact Section/Act/Notification under which the RBI’s approval dated 22.09.2026 has been issued and clarify whether it has any effect whatsoever on the status of 27.09.2026 under Section 25 of the NI Act.

Regulation cannot become legislation by implication. The statutory basis should be crystal clear.

I sincerely hope to get an honest reply.

3-दिवसीय हड़ताल 28-30 सितंबर 2026 क्यों ज़रूरी है - आम जनता के नाम

1. सरकार का दावा: PLI योजना स्थगित
हकीकत: मांग वापस लेने की थी, स्थगित करने की नहीं। स्थगित का मतलब है - कभी भी वापस लाया जा सकता है। PLI बीमा बेचने के टारगेट से जुड़ा है।

2. सरकार का दावा: 10 साल में 4,82,800 भर्ती, 95.84% अधिकारी पद पर
हकीकत: बिजनेस 56% बढ़ा - 181.5 लाख करोड़ (2022) से 283.3 लाख करोड़ (2026) हो गया। 1.2 लाख लोग इसी दौरान रिटायर हुए। 4.8 लाख सिर्फ बदली भर्ती है। आज भी ∼1.5 लाख क्लर्कों की कमी है।

3. सरकार का दावा: स्टाफ कल्याण निधि 56% बढ़ी
हकीकत: कल्याण निधि सरकारी पैसा नहीं है। यह हमारे अपने मुनाफे का 3% से 4.5% हिस्सा है। सरकारी बैंकों ने FY26 में 1.98 लाख करोड़ का रिकॉर्ड मुनाफा कमाया, NPA *1.9% - ऐतिहासिक सबसे कम* [DFS PIB 28 जुलाई 2026]। अपना ही पैसा वापस देना एहसान नहीं।

4. सरकार का दावा: वेतन बढ़ा, नवंबर 2027 के लिए जल्दी वार्ता
हकीकत: 12वां द्विपक्षीय समझौता 01.11.2022 को देय था, 28 महीने की देरी से मार्च 2024 में हुआ। जल्दी वार्ता एक इरादा है, समझौता नहीं।

5. सरकार का दावा: दूसरा-चौथा शनिवार छुट्टी दिया, बाकी शनिवार जनता के लिए जरूरी
हकीकत: RBI, LIC, NABARD, DFS खुद 5 दिन काम करते हैं। सिर्फ PSB/RRB 6 दिन। IBA-UFBU समझौता *07.12.2023* में 5-दिवसीय बैंकिंग की सिफारिश हुई - 21 महीने से DFS के पास लंबित है।

6. सरकार का दावा: 30 सितंबर क्लोजिंग पर हड़ताल से जनता को परेशानी
हकीकत: नोटिस 22 अगस्त को दिया गया - 38 दिन पहले। सिर्फ 1 सुलह बैठक हुई। 3 दिन की परेशानी, गांव की शाखा के हमेशा बंद होने से बेहतर है।

अपील: 28-30 सितंबर की 3-दिवसीय हड़ताल का समर्थन करें। हड़ताल के दौरान UPI/ATM का उपयोग करें। जनता का पैसा, जनता के बैंक में ही सुरक्षित है।
