1- Defined territory.

2-Permanent population

3- A government.

4- capacity to enter into relations such as treaties.

Which one of those Qatar lacks to justify saying it is not a state?

If you’re talking about arabised countries such as Syria, Lebanon, Jordan Iraq … yes they were mostly Christians.
