Happy international youth day. Today we are reminded that we have all grown in different worlds, navigating life's hurdles from different starting points, but across every context, we share common aspirations. May we strive to build the youth dream together.

BUDGET SPEECH FY 2026/27
Debt service alone consumes more than a quarter of the entire national budget. Every shilling paid to creditors is a shilling not spent on a nurse's salary, a classroom or a road to a village market.
FOR ORDINARY UGANDANS:
🖋️PDM & Katale: The PDM expansion reaches 4 million+ households with revolving capital, and the new Katale Loan Facility offers market vendors working capital at 8% annually, genuinely below-market & practically useful for small traders at Owino, Nakawa, and Kalerwe.
🖋️Farmers: Agricultural support, anti-tick vaccines, irrigation schemes, coffee seedling distribution directly benefits the 37% of Ugandans still in farming. These are physical investments that will deliver value regardless of oil.
🖋️Tourism: Tourism at USD 1.86 billion in receipts creates real jobs in hospitality, transport & the creative economy across Kampala and beyond.
🖋️Emyooga: The Emyooga SACCOs, now numbering 7,148 with 2.48 million members, provide a genuine credit culture foundation, even if cumulative savings of Shs 95.3 billion remain modest relative to needs.
COST ORDINARY UGANDANS:
🖋️Tax pressure: To chase the Shs 9.9 trillion revenue gap, URA will intensify enforcement on the informal sector, market vendors, boda boda riders, small-scale traders & construction workers. These are the people PDM is trying to lift. The government is simultaneously trying to tax them more and lend to them more.
🖋️Healthcare: Health spending at approximately Shs 4.3 trillion for 50 million Ugandans amounts to roughly Shs 86,000 per person per year, equivalent to about USD 24. The WHO minimum threshold for basic services is USD 86 per person. We are spending less than a third of that minimum, in a country where maternal mortality, malaria & preventable diseases remain leading causes of death.
🖋️Population: Uganda's population grows at 3.4% per year. Real per capita income growth is therefore 6.4% minus 3.4% = 3.0%. Education & health budget increases in nominal terms are actually declining in real per-person terms given this population pressure.
🖋️Credit cost: With domestic borrowing of approximately Shs 9 trillion planned & existing domestic debt already above Shs 68 trillion, commercial bank lending rates will remain above 20%. For any small business owner, farmer or young entrepreneur trying to access credit outside government programmes, this budget does nothing to reduce the cost of borrowing.
HONEST ACCOUNTABILITY:
Uganda's FY 2026/27 budget documents real progress. The economy is growing. Inflation is low. Exports are rising. The Parish Development Model, despite its challenges, is reaching millions of households that government programmes never reached before. These are facts & they deserve acknowledgement.
But growth that cannot answer fundamental questions is growth that is not yet working for everyone. After decades of development spending & borrowing, Uganda still spends less than USD 24 per citizen on health. It still has 6 million unemployed young people with no credible formal pathway. It is still building a budget on oil that has not flowed. And it is still calling transit gold "exports" as evidence of industrial transformation.
THE QUESTIONS:
❓When domestic revenue is missed, wch budget lines will be cut & who will bear the cost?
❓What is the oil revenue governance framework & when will Parliament review it before first oil flows?
❓What are the real PDM repayment rates by district & when will this data be published?
❓How does a health budget of USD 24 per person per year align with the aspiration of a USD 500 billion economy?
❓What is the realistic job creation target per year that matches population growth & which sector will deliver it?
We are a country of enormous potential natural resources a young population, a strategic regional location & demonstrated resilience.

®KALEMA ABUBAKER.K
TO THE UGANDANS ON X (@UOXUganda) COMMUNITY;
It is with great honour, deep humility & an unwavering sense of purpose that I write to you today. My name is Kalema Abubaker a Muganda by tribe, earlier appointed as the Buganda Region Coordinator on the cabinet of Ugandans On X (UOX), the community that unites all Ugandans who call the X platform home.
I am deeply proud to represent the Buganda Region within this visionary initiative & I write to formally introduce myself to you & to lay out my commitment to the community we are building together.
I wish to extend my sincerest gratitude to the President of UOX @GiftGrace01 for the trust & confidence placed in me through this appointment. It is not something I take lightly. I recognise that this role is a call to service to show up, to listen, to lead by example & to deliver results that make a tangible difference to the Buganda Region community on this platform. I will honour that trust every single day.
I equally extend heartfelt appreciation to Buganda Yiyo Buganda Yange @BugandaKingdom_ for nominating me for this position. Your belief in my capacity to serve the Buganda community on X is a responsibility I carry with the greatest of care. You have entrusted me to be a worthy voice for our region & I pledge to work tirelessly to justify every bit of that confidence. Meebale nnyo. 🙏🏾
WHO I AM & WHAT I STAND FOR:
I am a proud son of @BugandaKingdom_, the land that is not merely an administrative boundary, but a living, breathing cultural & historical heartland of the Baganda people & all subjects of the Kabaka, constitutionally recognised under Article 246 of Uganda's 1995 Constitution. As Buganda Region Coordinator, I intend to bring that same spirit of heritage, unity & pride to the digital space. My role is to ensure that the voices, stories & aspirations of our community in Buganda Region are heard, amplified & respected on the @X platform & beyond.
A CALL TO THE BUGANDA REGION COMMUNITY ON X:
To every Muganda, every resident of the Buganda region & to all Ugandans on X who call this region home; I NEED YOU. This role was not designed for one person to carry alone. Our collective goals amplifying Buganda's voice on X, building a vibrant digital community, holding institutions accountable, & celebrating our culture & achievements, can only be achieved together.
I call upon each & every one of you to:
▸ Follow, engage with & share UOX Buganda content to grow our regional presence on X.
▸ Participate actively in our X Spaces, discussions, polls & community campaigns.
▸ Share your ideas, concerns & suggestions with me, your voice shapes our direction.
▸ Support & uplift fellow community members on the platform.
▸ Join the UOX movement & encourage others in Buganda to do the same.
Together, we can make the UOX Buganda Region one of the most impactful regional digital communities in Uganda.
A CALL TO INSTITUTIONS, COMPANIES & ORGANISATIONS:
The UOX Buganda Region is not only a community, it is a platform for meaningful impact. To the institutions, companies, businesses, media houses, NGOs, cultural organisations & @GovUganda agencies operating within & beyond the Buganda region: we invite you to collaborate with us.
We are building a community that:
▸ Connects you directly with a highly engaged Ugandan digital audience in the Buganda region.
▸ Provides a platform to amplify your programmes, initiatives & services.
▸ Advocates for issues that matter to communities across Buganda.
▸ Creates spaces for dialogue between citizens, institutions & decision-makers.
▸ Supports youth empowerment, cultural preservation & digital literacy.
Whether through sponsorships, partnerships, participation in our X Spaces or co-hosting community events, there is a place for you in what we are building. I warmly invite you to reach out so we can explore how we can grow and serve this community together. You can connect with me directly on X at @Kashumbar.

Great question sister @ShimonAine.
Uganda has 4 admin regions: Central, Eastern, Northern & Western. 'Central Region' perfectly overlaps with Buganda's territory, same 26 districts, same land. The difference? Central Region has no independent power. @BugandaKingdom_ is a living, constitutionally recognised monarchy (Art. 246, 1995 Constitution) with its own parliament (Lukiiko), its own land board and its own cultural governance, et cetera.
The 'Central Region' is simply a bureaucratic map the state uses to administer the same territory.
One is a living sovereignty, the other is a statistical framework. Calling it the 'Buganda Region Coordinator' honours that heritage, not a clerical error.
I believe, renaming my role as the 'Buganda Region Coordinator' on UOX Cabinet isn't ignoring Uganda's admin structure, it's refusing to erase 800+ years of @BugandaKingdom_ heritage behind a bureaucratic label.
The culture came first. The map came later.
