They had money so they took admission abroad at their own risk govt didn't ask them to take admission there. Giving them admission in Indian institute without qualifying NEET/FMGE is an insult to all those students and Drs who put alot of effort in cracking NEET.

Ordinance is not an act.
President can issue ordinance when one of the houses of the Parliament is not in session. The maximum validity of an ordinance is 6 months and 6 weeks. An ordinance will expire after 6 weeks once both houses of the Parliament are in session.
