In a determination that most objective analysts & observers would consider most fair, Ghana's Speaker of Parliament has informed the ruling party that he will not be reconvening the house to ram through 22 critical policy & legislative measures under the cloak of urgency.
Journalists and the public should read the CHRAJ report carefully. It did not rule on the double identity issue regarding the secretary to the National Cathedral board.
The issues before CHRAJ were very specific:
1. Did the Secretary have PASSPORTS in different names;
2. Did the soft loan he gave to the National Cathedral amount to a conflict of interest situation.
CHRAJ said, no, in both cases.
However, CHRAJ did not address the issues of:
A. Whether multiple identities can be discerned from the different FORMS of ID, beyond the passport, held by the Secretary. The other IDs in evidence included the driver's license and Ghana Card, etc. The High Court ruled earlier that these different IDs do indeed bear different names.
B. Whether a company whose objects are strictly talent and skills development could win contracts in healthcare etc and make money to lend out as soft loans to a company owned by the government.
C. Whether a state owned company can borrow money from a private company without following standard corporate practices (such as a basic loan agreement) considering that such debt becomes part of publicly guaranteed debts.
These matters were NOT BEFORE CHRAJ and were not determined even though evidence relevant to these issues surfaced in the investigations.

Intriguing findings from CHRAJ on my National Cathedral complaint:
1) The contract awarded to RIBADE by the Board of Trustees is illegal and void as it violates Ghana’s procurement laws;
2) The Board of Trustees did not seek concurrent approval from the Central Tender Review Committee;
3) The procurement breaches raise reasonable suspicion of corruption and corruption related offences;
4) The Board of the Public Procurement Authority (PPA) should intervene to cancel the contract for the construction of the National Cathedral between the National Cathedral and RIBADE company as it has the power to do so under the Procurement Act;
5) The Commission recommends for further investigation and possible prosecution of the Board of Trustees of the National Cathedral who superintended over the award of the contract to RIBADE company in disregard to Act 663 as amended;
6) Strangely, CHRAJ failed to seriously look into the double identity conduct of Rev. Victor Kusi Boateng/Kwabena Adu Gyamfi despite overwhelming evidence placed before it, and despite a high court judgement on the matter.
One thing is clear — Akufo-Addo’s National Cathedral project stands exposed as a blasphemously grand create, loot and share scheme whose perpetrators CHRAJ insists must be prosecuted.
If you have the wrong people in your life, you will feel stifled. But don’t despair. The Almighty is All-Knowing . He will move them out and allow the right ones to cross your path. He will guide you to it. It’s a matter of time. You have to trust Him.
