@Red16176192@ramagliptin@RattanRC under the constitution framework. It is evolutionary. What is your see exists because there were functional need at every stage and recent examples is agniveer
@Red16176192@ramagliptin@RattanRC In commissionerate system where crime and deviance are bigger problems, and here, IPS has higher say. If there is larger disturbance then, CAPF AC and IPS have say. Similarly in case of larger breakdown, Army has larger say to bring everything under political subordination ....
@Red16176192@ramagliptin@RattanRC IPS have higher bargaining power in political circles. I have already said this and I think you never brain storm what I say. I am not indicating what is right and wrong. It is value judgement. I am telling you what is there in mind of political authority.
@Red16176192@ramagliptin@RattanRC Are, I am talking about functionality. Agniveer to example tha. Agniveer was brought because of various reasons. Kargil committees reports...I don't want to get into this but..Chalo chodo yrr...
@Red16176192@ramagliptin@RattanRC Short commissioning officer only remains for 10 years or something. Agniveer for 4 years. Some officers do not reach till brigadier or LG ranks. Macro perspective of the society don't care about individual need. It works based on functionality
@Red16176192@ramagliptin@RattanRC Yes, The Apex court should have say in many aspects of society but The things which exists in present forms do not exist out of thin air. It has background. Why we don't ask this question? Why current executive and legislature pushing for centralization in all aspects?
@Red16176192@ramagliptin@RattanRC Are bhai, atleast soch isko, me agree krta hoo. Few CAPFs should be designated as paramilitary so that ACs can have wider say. What about internal policing functioning of CAPFs
@Red16176192@ramagliptin@RattanRC Why are you getting into this connotation of Group A, B, C and D. These officer grouping are not homogenous. My arguments- Functional need, historical significance, constitutional setup, Political authority etc. Thats all. I brought this comparison to bring wider aspects
@ramagliptin@Red16176192@RattanRC Yes, comparing slave situation of the United States with bureaucratic setup in armed forces. Just because, ACs have more money and power and it has larger voice to influence things. similarly setup exists in Armed forces as well. What about SIs, Jawans, Constable?
@ramagliptin@Red16176192@RattanRC Point 1 is your interpretation or it is written somewhere in the constitution? What morale and institutional ethos has to do with larger society and national need. There are various aspects which exists in name of functionality. Same can be said for SIs and Constables.
@Red16176192@ramagliptin@RattanRC There is functional need for this setup. It brings interoperability, political control over armed forces, better awareness among IPS cadre, direct command in case of exigencies. Just because you want lucrative desk job, you cannot ignore national security needs
@Red16176192@ramagliptin@RattanRC There is no institutional apartheid because there is functional need of this setup. Second, Part 3 doesn't apply to CAPF personnel because of Art 33 debarr it. I don't know how court try to barge into everything in name of "Justice"
@Red16176192@ramagliptin@RattanRC In Ram Jawaya case, The Apex court acknowledged separation of power which functional overlap but in name of Part 3, It tries to barge into every aspect of executive business
