When Allah sends a Prophet, He doesn't send him with an option for people to reject him. Meaning, although everyone enjoys freewill, those who choose to reject the prophet sent by God meet it's consequences.

A person who rejects that Prophet is thus refer to as a Kafir (disbeliever) of that Prophet.

Therefore, if Promised Messiah (as) was indeed a prophet (which according to us he was), then anyone rejecting him is indeed a Kafir of him. Meaning, he's a disbeliever of Promised Messiah (as).

Now, in Islamic terminology, a Kafir is anyone who rejects Muhammad (saw) as a Prophet and rejects the existence of God. If he associates partners with God then he's referred to as Mushrik (idolator).

Hence according to this concept, technically rejecting Promised Messiah (as) does not take someone out of the fold of Islam.

But,

Since his advent was prophesied by Prophet Muhammad (saw) himself, rejecting him is still a grievous sin and a direct disobedience of Allah and His messenger (saw) and one cannot stay Muslim by disobeying these two.

Therefore, the Ahmadiyya belief regarding this is that, no we do not refer to anyone as a disbeliever (Kafir in Islamic terminology) who calls himself a Muslim and believes in Allah and His messenger (saw) (as told to us by Prophet (saw) himself). Yet, we at the same time cannot comprehend that Allah would allow such a disobedience in His realm of religion hence, the one sole entity which has a right to give a verdict (meaning God) cannot deem such a person a Muslim.

So essentially, we leave the matter on Allah. In the world we cannot call them Kafir but in the hereafter, we do not think Allah would put them equal to those who obeyed Him and accepted the Prophet He sent.

When Ahmadis call a non-Ahmadi Muslim a Kafir, we only refer to his disbelief of the Prophet sent by God (meaning Promised Messiah). Which in reality is neither a lie nor an accusation on such a person.

But when they call us non-Muslims, they accuse us of rejecting Prophet Muhammad (saw). Which is the greatest lie and sin they can accuse us of and we dispel all such allegations against us without a second thought.
