Did you ever notice how property values tend to go down in black neighborhoods?
I grew up in one. It certainly wasn"t an exception. Property upkeep wasn't the norm, which isn't to say that some blacks didn't take care of and improve their properties.
I'm talking about stuff like multiple homes with old equipment, washing machines, for instance, left to rust in the front yard. Even poor families could get rid of the stuff if they were so inclined.
