After taking office in December 2022, Horvath appointed herself to leadership roles at the Los Angeles Homeless Services Authority (LAHSA), including oversight responsibilities related to accountability and transparency. Since that time, Los Angeles County has spent more than $2 billion on homelessness programs, yet the crisis continues to grow and many communities are still struggling with encampments, public safety concerns, and a lack of measurable results.

More recently, Horvath stepped away from LAHSA and created the new Los Angeles County Department of Homeless and Housing Services.

Within months of the department opening its headquarters, a homeless encampment formed outside the facility itself, a troubling symbol of a system that many residents believe is failing to deliver meaningful outcomes.

Taxpayers deserve accountability, transparency, and results.
