Former Army private Andrew Arrabaca, 43, was charged with arson for allegedly set off an incendiary device outside a Manhattan federal building that houses an immigration court, and did not enter a plea.

He was denied bail and remanded into custody.

Prosecutors said Arrabaca began planning Monday's attack in January when he traveled to upstate New York to buy a pellet gun and a BB gun, and went to Pennsylvania to buy fireworks.

According to court statements, he visited several other sites around the city and scouted them out, before settling on 26 Federal Plaza.

"After months of consideration and preparation, he decided to attack [26 Federal Plaza] ... The day before the attack, he made his way downtown, bringing with him a small arsenal of weapons."

Arrabaca had two axes, a hammer, a machete, three knives and several incendiary devices, according to the FBI.

Arrabaca's defense attorney told the judge there were words on the helmet he wore during the attack indicating "suicidality."

Arrabaca is a former soldier who served from 2001 to 2005 and worked as a mechanic on Patriot missile systems, officials said.

🚨WANTED FOR A ROBBERY: On Sunday, June 28, 2026, at approximately 12:35 AM, the victim, a 40-year-old male was inside his vehicle stopped at a red light at the corner of Webster Avenue and East 184 Street, confines of the 46 Precinct, when three unidentified male individuals approached him displaying firearms. The individuals then forcibly removed victim out of his vehicle and removed his cellphone, a gold chain, approximately $140 before fleeing in his vehicle, a black 2021 Mercedes Benz to part unknown. The victim's vehicle was later recovered in the vicinity of Folin Street and Tiebout Avenue.

In addition, a 19-year-old man was shot in the face in the same incident.

Bother victims were expected to survive.

Investigators zeroed in on a white Honda Pilot that had a blood stain just above the rear bumper and a bullet hole in the front windshield.

No suspects have been identified, so far.

Most recently, Smith was arrested for burglary on June 16 after stealing cleaning solutions from a residential building in Chelsea, which he snuck into through a service entrance.

Smith didn’t show up to his court date following his release at the initial arraignment on the burglary charge and had an active bench warrant out for his arrest when he was arrested for the shoving, according to cops and court records.

🚨WANTED FOR A ROBBERY: On Wednesday, July 15, 2026, at approximately 7:52 PM, in front of 2017 Castle Hill Avenue, confines of the 43 Precinct, an unidentified individual approached a 53-year-old female, displayed a knife, and demanded the victim’s purse. The victim refused and attempted to walk away, at which time the individual punched her in the face before fleeing northbound on Castle Hill Avenue. The individual was unsuccessful in removing the victim’s purse.

A felon on parole was charged with attempted murder for allegedly tossing an elderly woman onto Midtown subway tracks over the weekend.

Zaki Smith, 36, was picked up by eagle-eyed cops during the Monday evening rush and charged in connection to the 11:30 a.m. Saturday attack at the 57th Street and 7th Avenue station that left the 70-year-old victim with a head wound.

Smith — who has 14 previous arrests — was also charged with felony and misdemeanor assault in connection with the incident, authorities said.

Commuters who witnessed the attack jumped onto the tracks and pulled the senior back onto the platform.

She was taken to Weill Cornell Medical Center in stable condition, where she is being treated for the head injury.

Smith was locked up in upstate prison on a Manhattan felony assault conviction from November of 2021 through May of 2025, when he was released on parole, State Corrections records show.

His post-release supervision is set to expire in 2030.

His rap sheet also includes a May 2025 robbery of an MTA worker, in which he was also found in possession of FDNY work phones.

He was awaiting arraignment in Manhattan Criminal Court Tuesday in connection to the subway shove.
