Subject: Ongoing Protection, Procurement Access, and Investigative Failures Involving Mr Vusimusi “Cat” Matlala

Criminal Investigations and Case Outcomes
(a) How many criminal cases have been opened against Mr Vusimusi Matlala (ID number: [insert if known]) since 2010?
(b) Please provide a full list of case numbers, charges, dates of arrest, and the current status or outcomes of each case (including withdrawals, convictions, and acquittals).
(c) For each case withdrawn, what were the reasons cited for withdrawal (e.g., lack of evidence, missing dockets, non-appearance of witnesses, SAPS procedural failings)?
(d) Were any SAPS members subjected to disciplinary action or criminal investigation for failures linked to any of these case withdrawals?

Forensic Evidence Handling
(a) In how many of the abovementioned cases was forensic evidence—such as fingerprint analysis, ballistic testing, or DNA sampling—collected?
(b) What were the outcomes of those forensic analyses?
(c) If not collected or analysed, who was responsible, and what disciplinary steps were taken?
(d) Are the original SAPS dockets for these cases still intact and accessible?

Arrest Involving Firearms and Police Equipment (2016 Sandton Case)
(a) What is the SAPS explanation for the withdrawal of the 2016 Sandton case involving illegal possession of R5 rifles, SAPS-issue equipment, and signal-jamming devices?
(b) Who authorised the release of the accused, and was this decision challenged internally?
(c) Was any ballistic testing conducted to determine if those firearms were used in CIT or gang-related crimes?

Contractual Relationships with SAPS and PSIRA-Registered Entities
(a) Has Mr Matlala or any companies associated with him (e.g., Medicare24 Tshwane) received tenders from SAPS, PSIRA, or any provincial community safety department in the last five years?
(b) What were the tender reference numbers, contract values, and purposes of these tenders?
(c) Were criminal background checks conducted on Mr Matlala or his directors before contract award?
(d) If no vetting was done, what are the internal procurement policies on background checks, and were they violated?

Links to Organised Crime and Intelligence Oversight
(a) Has Mr Matlala been flagged in any SAPS Crime Intelligence reports, including CRIMINT or CRIMOPS files, as associated with CIT syndicates, gang structures, or organised crime leaders (e.g. “King Cat”)?
(b) If flagged, what internal referrals were made to DPCI or the NPA for priority handling?
(c) Has SAPS or Crime Intelligence ever launched an internal counter-intelligence probe into officers suspected of shielding or collaborating with Matlala?

Bail and Reoffending Statistics
(a) How many individuals arrested in connection with cash-in-transit robberies since 2019 have received bail?
(b) Of those, how many reoffended while on bail, and how many had their bail subsequently revoked?
(c) How many of these repeat offenders had their original cases withdrawn despite the use of firearms, SAPS equipment, or gang affiliations?

Systemic Protection and State Capture within SAPS
(a) Does the Minister acknowledge that repeated failure to prosecute a single individual with such a track record indicates potential collusion, corruption, or systemic failure within SAPS?
(b) Will the Minister initiate an internal SAPS integrity audit, in conjunction with IPID and the Hawks, into officials linked to these withdrawn cases?
