There are 3 tranches of JFK records:
1. Records transferred to NARA before the JFK Records Act was passed in October 1992.
2. Records transferred to NARA after the Act was passed btw 1992-1998.
3. Records transferred after the ARRB terminated operations in September 1998.
Each group has been handled differently in terms of how they are catalogued and inventoried.
The 2nd group of records that were reviewed by the ARRB are the bedrock of the Collection, but represent only a small fraction of the overall holdings of the JFK Records Collection. However, this part of the Collection has the most meticulously catalogued and trackable set of records, including legal orders for each of the records reviewed and postponed by the ARRB.
Even with a statute mandating a transparent and accountable system of tracking, more than 27,000 of the legal orders have apparently gone missing and as a result compliance has fallen into a black hole for 30 years.
Ok… what about the other two tranches of records that were not controlled by the standards of the JFK Records Act, especially the undisclosed number of unidentified records that were transferred to NARA after the ARRB’s mandate ended?
Without full disclosure of a catalogued inventory of all three of these groups of records, anyone claiming that President Trump’s Executive Order has rendered the ARRB legal orders “moot” or that “all the records have been released” is JUST SPECULATING and ignoring the JFK Records Act’s mandate for an ACCOUNTABLE & ENFORCEABLE process for the public disclosure of ALL assassination records.
