Hi-based on a normal ‘van for van’ comparison the electric vehicles will have a cheaper whole life cost. Yes the electric ambulance holds enough charge for a 12 hour shift in London, so far it is doing 2 shifts between charging. Time taken to charge depends on power of charger

In fact much of the 2012 Act groupthink turned out to be wrong. It didn't stop politicians directing the NHS. US providers didn't take over. GPs didn't decide they really wanted to be commissioners. Certainly didn't stop further reorganisations. 12/

Which is key point 1. The government (coalition at the time) was the real opposition. Internal disputes were what really led to it being amended 2000+ times. This meant the end product wasn't something even the govt wanted, and has never really happened. 4/
