👉 These two margins of adjustment imply different costs and policy needs:
* between effect: occupational mobility, potential loss of occupation-specific human capital, and often reskilling
* within effect: adaptation inside existing jobs and on-the-job training.
👉 Changes in occupational employment shares (“between effect” – see Figure) and changes of the task profile of occupations over time (“within effect”) are about equally important.
