The First written proclamation was an emotional and spirited calls for the Indians to rise against slavery attitude (Suppression) of the British. It evoked unity to expel the alien people from India.

The first move of Chinna Marudhu was to induce the Rebellious League to get into contact with one another. His next step was extended to send emissaries to the Headmen of the villages and Poligars to make them aware of the league.
