Each specializes in public corruption and together they will lead the DOJ investigation of congressional members[1][2][4]. Raymond Hulser has been a prosecutor with the Justice Department for more than two decades, starting in the Public Integrity Section of the department's Criminal Division, which investigates public corruption and other misconduct by government officials. In 2015, he became chief of the section, with Cooney as his deputy[1]. David Harbach conducted cases against former Sen. John Edwards and Virginia Gov. Bob McDonnell[4].
