SENATE INVESTIGATES NORTH WEST DEVELOPMENT COMMISSION

The Senate Committee on Regional Development has raised eyebrows over spending at the North West Development Commission.

Lawmakers allege that nearly 79 percent of N1.19 billion spent by the commission, about N943 million, went to board allowances.

They also queried why NWDC is the only regional commission without executive directors and employees since it was inaugurated in February 2025.

The oversighting ministry, the board and managing Director explained to the committee some problems affecting operations.

The committee however insists that urgent action is needed for the commission to deliver on development and security in the North West.

JUST IN: "NIGERIA 🇳🇬 GEO-POLITICAL ZONE BILL 2026

[1] As of October 1 2026, Nigeria’s six geo-political zones will become official and constitutional organs of government. This means that there will be four tiers of administration in Nigeria - Federal, Zonal, State and Local governments

[2] Nigeria will have six geo-political zones, with each being made up of seven states. Our constitution will prohibit the creation of any more states after these 42

[3] As part of this restructure, we will abolish the federal allocation regime and replace it with resource control under which states will remain the federating units. Revenue distribution will be as follows - States: 50%; Federation account: 20%; Geo-political zones: 15%; National trust fund: 15%. We shall gradually migrate towards this to achieve our targeted goal by 2040

[4] Geopolitical zones will be responsible for maintaining regional police forces to augment the activities of the Nigerian Police Force

[5] Each geopolitical zone will be constitutionally obliged to generate, distribute and transmit electricity within its domain

[6] Every year, the chairman of the geopolitical zone will rotate among the six governors within it. A chief executive will be appointed to manage what will be a civil service structure

[7] Ultimate authority for the governing of each geo-political zone rests with the committee of governors. There will also be committees of commissioners to deal with matters such as education, health, housing, transport, security, etc

[8] Each geopolitical zone authority will be responsible for secondary specialist healthcare. They will build specialist hospitals in areas such as oncology, HIV/Aids, renal failure, dementia, reproductive health, dermatology, etc

I don’t know if it’s just me, but it doesn’t sit well with me seeing those accounts constantly talking about this discovery. It begins to feel less like sharing information and more like pushing a particular narrative. Sometimes, less is more.

Jokes apart, let me teach you guys one of the jurisprudential deductions scholars drew from a situation like this.

If you check the Majmoo Fatawa of Ibn Taymiyyah, when he was talking about a situation like this of a man who stole but he is poor, he looked at the issue through the lens of true Islamic justice.

He wrote:
كاللص الفقير تقطع يده لسرقته، ويعطى من بيت المال ما يكفيه لحاجته
"Like the poor thief whose hand is cut for his theft, yet he is given from the public treasury what suffices his need."

What does this mean in this context? It means that ordinarily, the law permits the state (not mobs/individuals) to cut the hand of a thief if the stolen item reaches the threshold. Until the threshold is met, the state CANNOT cut the hand of a thief.

However, when a poor person steals out of desperation and hunger, the whole context changes. The legal system is required to address the root cause by giving him money and food from the public treasury to remove his poverty.

This is what the law says. The extreme need that led him to stealing creates a legal doubt that suspends the punishment.

Unfortunately, instead of the above, we have a society that resorted to jungle justice. A twisted one that only the trained minds can identify. A public humiliation born out of a broken system. Deeply unfortunate 💔

I have never seen a state government institution or facility that is better run than their federal counterparts.

* Federal universities generally rank above most state universities.

* Federal Government Colleges are better run than state government colleges

* Federal teaching hospitals offer more specialised healthcare than state hospitals.

* Federal roads are better built and maintained than state roads.

* INEC, despite its imperfections, conducts more credible elections than State Independent Electoral Commissions.

* The federal civil service is generally more structured than state civil service.

If performance is the benchmark, why does Tinubu think states can run police better than the federal government?

It is permissible because there is no text prohibiting it. In Islamic jurisprudence, all worldly relationships are allowed by default unless there is a specific text that explicitly forbids them.

When the Quran outlines the laws of marriage and lists the people you are forbidden from marrying, cousins are left off that list. This made it lawful.

But having the legal right to do something is not a blanket recommendation to do it continuously.

Umar ibn al-Khattab once looked at the family of Al-Sa'ib and noticed they were becoming physically weak and frail because they kept marrying within their own circle. He told them directly: "You have become frail, so marry people unrelated to you."

The Shariah leaves the door open so the option is there when needed, but the second Caliph had the foresight to caution against turning it into a multigenerational routine.

He understood the physical toll it takes on offspring long before modern science mapped it out. Just because it is halal doesn't mean it should be your default setting. If you have a choice, go for it instead.
