⭕️Mashad Observatory: North Kordofan Faces a Systematic Pattern of Grave Violations Against Civilians Amounting to War Crimes and Crimes Against Humanity⭕️

Mashad Observatory expresses its grave concern regarding the continued and systematic pattern of serious and repeated violations in North Kordofan State since the outbreak of the conflict, attributed to the Rapid Support Forces. These violations have resulted in extensive humanitarian consequences affecting civilians and civilian infrastructure, within a context characterized by escalating violence, expanding targeting patterns, and the continued imposition of de facto siege conditions on civilian populations.

According to field-verified statistics documented by the Observatory following extensive monitoring and verification processes, these violations have resulted in the killing of 5,450 civilians, including 2,452 children, and the injury of 3,838 civilians, including 1,367 children.

The Observatory has also documented widespread incidents of sexual violence and grave abuses, including 2,952 cases of sexual assault against women, among them 924 children, in addition to 511 cases of assaults against young men, in a context that raises serious indicators of a repeated and systematic pattern of grave violations, warranting accountability under international humanitarian law and international criminal law.

With regard to civilian infrastructure, the conduct of hostilities and associated violations have resulted in the destruction of 640 health, service, educational, and water facilities, in addition to the destruction of four electricity generation stations. This has led to a widespread collapse of essential services, with an estimated 89% of functional health facilities in the state rendered out of service.

The Observatory further documented seven United Nations, local, and commercial convoys that were directly attacked and completely destroyed, in a serious violation of international humanitarian law, particularly the principles governing the protection of humanitarian operations and the unimpeded delivery of aid to civilians.

On the humanitarian level, these violations have resulted in the internal displacement of an estimated 785,000 civilians, while more than 3.5 million civilians are living under conditions of effective siege and severe deterioration of basic living conditions, including food, medicine, and essential healthcare services.

In a highly concerning development, the Observatory recorded at least 204 drone strikes targeting civilian areas within North Kordofan State, including residential neighborhoods, service facilities, and critical infrastructure, in the context of a continued escalation in the use of aerial means against civilian targets.

Mashad Observatory affirms that the nature, scale, and pattern of these violations, including the widespread and sustained targeting of civilians and civilian infrastructure, may—on prima facie grounds—amount to war crimes and crimes against humanity under international humanitarian law and international criminal law. These developments necessitate the establishment of an independent, transparent, and international investigation mechanism to ensure accountability and prevent impunity.

The Observatory further renews its urgent call on the international community, the United Nations, and the African Union to fulfill their legal and moral responsibilities to protect civilians, halt ongoing violations, ensure humanitarian access, and establish safe and sustained humanitarian corridors within North Kordofan State.

⭕️مرصد مشاد: شمال كردفان تشهد نمطاً ممنهجاً من الانتهاكات الجسيمة ضد المدنيين يرقى إلى جرائم حرب وجرائم ضد الإنسانية⭕️

يعرب مرصد مشاد عن بالغ القلق إزاء استمرار نمط الانتهاكات الجسيمة والمتكررة في ولاية شمال كردفان منذ اندلاع النزاع، والتي نُسبت إلى قوات الدعم السريع، وما نتج عنها من آثار إنسانية واسعة النطاق طالت المدنيين والبنية التحتية المدنية، في سياق يتسم بتصاعد العنف، واتساع نطاق الاستهداف، واستمرار القيود والحصار الفعلي على السكان المدنيين.

وبحسب الإحصاءات الميدانية الموثقة لدى المرصد بعد عمليات تحقق ورصد ميداني، فقد أسفرت هذه الانتهاكات عن مقتل 5,450 مدنياً، من بينهم 2,452 طفلاً، وإصابة 3,838 مدنياً، من بينهم 1,367 طفلاً.

كما وثق المرصد وقوع حالات واسعة من العنف الجنسي والانتهاكات الجسيمة شملت 2,952 امرأة من بينهن 924 طفلاً، إضافة إلى 511 حالة اعتداء على شبان، في سياق يثير مؤشرات جدية على وجود نمط من الانتهاكات الجسيمة ذات الطابع المتكرر، بما يستدعي المساءلة وفق قواعد القانون الدولي الإنساني والقانون الجنائي الدولي.

وفي ما يتعلق بالبنية التحتية المدنية، فقد أسفرت العمليات المرتبطة بالنزاع عن تدمير 640 مرفقاً صحياً وخدمياً وتعليمياً ومصادر مياه، إضافة إلى تدمير 4 محطات لتوليد الكهرباء، الأمر الذي أدى إلى انهيار واسع في الخدمات الأساسية، وخروج ما نسبته 89% من المرافق الصحية العاملة عن الخدمة في الولاية.

كما وثق المرصد تعرض 7 قوافل أممية ومحلية وتجارية لهجمات مباشرة أسفرت عن تدميرها الكامل، في انتهاك جسيم للقانون الدولي الإنساني، ولا سيما المبادئ المتعلقة بحماية العمليات الإنسانية وضمان وصول المساعدات إلى المدنيين دون عوائق.

وعلى الصعيد الإنساني، أدت هذه الانتهاكات إلى نزوح داخلي يُقدّر بنحو 785,000 مدني، في حين يعيش أكثر من 3.5 مليون مدني في ظروف حصار فعلي وتدهور حاد في مقومات الحياة الأساسية، بما في ذلك الغذاء والدواء والخدمات الصحية.

وفي تطور نوعي بالغ الخطورة، رصد المرصد تنفيذ ما لا يقل عن 204 ضربة بطائرات مسيّرة استهدفت مناطق مدنية داخل ولاية شمال كردفان، بما في ذلك مناطق مأهولة بالسكان ومرافق خدمية وبنى تحتية حيوية، في سياق تصعيد مستمر في استخدام الوسائل الجوية ضد أهداف مدنية.

⭕️Mashad Observatory Condemns the Massacre at Al-Siyah Market in Mellit Locality and Calls for an Urgent International Investigation⭕️

Mashad Observatory strongly condemns the horrific massacre that took place at Al-Siyah Market in Mellit Locality, North Darfur State, following a drone attack that directly targeted civilians. The attack resulted in the killing of dozens of innocent people and left many others injured, including women and children. It also led to the complete destruction of the market by fire, devastating civilian property and livelihoods in a scene that reflects the magnitude of the humanitarian tragedy facing the region’s population.

Mashad Observatory affirms that the deliberate targeting of a civilian market crowded with shoppers, traders, and vendors constitutes a grave violation of international humanitarian law and the fundamental principles prohibiting attacks against civilians and civilian objects during armed conflict. Such acts amount to a war crime and require full accountability, justice, and an end to impunity.

The attack on Al-Siyah Market cannot be viewed as an isolated incident. Rather, it forms part of a continuing pattern of serious violations against civilians across Darfur, raising profound concerns regarding the commission of grave international crimes that may amount to crimes against humanity, particularly in light of the repeated attacks on civilian gatherings, marketplaces, and essential civilian infrastructure.

Mashad Observatory expresses its deep concern over the catastrophic humanitarian consequences of this attack. The destruction of the market has deprived hundreds of families of their sources of income and means of survival, further exacerbating the suffering of communities already facing severe humanitarian conditions as a result of the ongoing conflict and the collapse of essential services.

Mashad Observatory calls upon the United Nations and the African Union to launch an immediate, independent, and transparent investigation into this crime, identify those responsible, and ensure that they are held accountable in accordance with international law. The Observatory further urges the international community to take immediate and concrete measures to protect civilians in Darfur and prevent the recurrence of such attacks, which continue to threaten innocent lives and undermine prospects for peace and stability.

Mashad Observatory emphasizes that continued international silence in the face of crimes committed against civilians only encourages their repetition and deepens the suffering of victims. This situation demands urgent and decisive action to ensure civilian protection, deliver justice for those affected, and provide redress for the families of the victims.

يدين مرصد مشاد بأشد العبارات المجزرة المروعة التي شهدها سوق الصياح بمحلية مليط بولاية شمال دارفور، إثر هجوم بطائرات مسيّرة استهدف المدنيين بصورة مباشرة، مما أسفر عن مقتل العشرات من الأبرياء وإصابة أعداد أخرى بجروح متفاوتة الخطورة، من بينهم أطفال ونساء، إلى جانب إحراق السوق بالكامل وتدمير ممتلكات المدنيين ومصادر أرزاقهم في مشهد يعكس حجم المأساة الإنسانية التي يعيشها سكان الإقليم.

ويؤكد مرصد مشاد أن استهداف سوق مدني مكتظ بالمتسوقين والتجار والباعة يمثل انتهاكاً صارخاً للقانون الدولي الإنساني وللقواعد الأساسية التي تحظر استهداف المدنيين والأعيان المدنية أثناء النزاعات المسلحة، كما يشكل جريمة حرب مكتملة الأركان تستوجب المساءلة والمحاسبة وعدم الإفلات من العقاب.

إن الهجوم الذي تعرض له سوق الصياح لا يمكن النظر إليه باعتباره حادثاً معزولاً، بل يأتي في سياق سلسلة متواصلة من الانتهاكات الخطيرة التي تستهدف المدنيين في دارفور، الأمر الذي يثير مخاوف جدية بشأن ارتكاب جرائم دولية جسيمة قد ترقى إلى جرائم ضد الإنسانية، خاصة في ظل تكرار الهجمات على التجمعات المدنية والأسواق ومرافق الحياة الأساسية.

ويعرب مرصد مشاد عن بالغ قلقه إزاء الآثار الإنسانية الكارثية للهجوم، حيث أدى تدمير السوق إلى حرمان مئات الأسر من مصادر دخلها ووسائل معيشتها، وفاقم من معاناة السكان الذين يواجهون أصلاً أوضاعاً إنسانية بالغة التعقيد نتيجة النزاع المستمر وانهيار الخدمات الأساسية.

ويدعو مرصد مشاد الأمم المتحدة والاتحاد الأفريقي إلى فتح تحقيق عاجل ومستقل وشفاف في هذه الجريمة، وتحديد المسؤولين عنها ومحاسبتهم وفقاً للقانون الدولي، كما يدعو المجتمع الدولي إلى اتخاذ خطوات عملية وفورية لحماية المدنيين في دارفور ومنع تكرار مثل هذه الهجمات التي تهدد حياة الأبرياء وتقوض فرص الأمن والاستقرار.

ويؤكد مرصد مشاد أن استمرار الصمت الدولي تجاه الجرائم المرتكبة بحق المدنيين يشجع على تكرارها ويعمق من معاناة الضحايا، الأمر الذي يفرض تحركاً عاجلاً وجاداً لضمان حماية المدنيين وتحقيق العدالة للمتضررين وإنصاف أسر الضحايا.

⭕️Mashad Observatory Calls for Urgent International Action to Halt RSF Attacks and Prevent the Flow of Chinese-Made Drones into Sudan⭕️

The Mashad Observatory expresses its deep concern and strong condemnation regarding the serious and systematic escalation of attacks carried out by the Rapid Support Forces (RSF) against civilians in Sudan, including strikes on residential areas, civilian infrastructure, and essential public facilities. These attacks have resulted in a significant number of civilian casualties and have further exacerbated the unprecedented humanitarian catastrophe affecting the population.

The Mashad Observatory confirms, based on field monitoring operations, direct testimonies, and cross-verified sources, that the RSF continues to carry out large-scale attacks on densely populated civilian areas, resulting in killings, serious injuries, mass displacement, and widespread destruction of homes and critical infrastructure upon which civilians depend for their daily survival.

Furthermore, the Mashad Observatory, in collaboration with international partners, technical experts, and a specialized regional laboratory, conducted detailed technical analyses of debris from drones and munitions used in several of these attacks. The findings revealed strong and consistent indicators of the use of advanced Chinese-made weapons systems. These findings underscore the urgent need for an independent and transparent international investigation to determine the supply chains and identify the networks and actors responsible for providing such military capabilities to the RSF.

The Mashad Observatory warns that the continued flow of weapons and drones to the RSF constitutes a key driver in prolonging the conflict and expanding the scale of grave violations against civilians. It directly contributes to deepening the humanitarian crisis and increasing risks to millions of people across Sudan.

The Observatory further emphasizes that the international community can no longer limit its response to statements of concern or warnings, as the situation on the ground clearly indicates an imminent and serious risk of catastrophic scenarios in new cities, particularly El-Obeid, should urgent and effective deterrent measures not be implemented.

The Mashad Observatory considers that any delay in adopting firm international measures to halt attacks, impose an arms embargo, and hold accountable those responsible for financing and arming the RSF would lead to catastrophic consequences and would place the international community under moral and legal responsibility for failing to prevent atrocities before they occur.

The Mashad Observatory renews its call on the United Nations Security Council to take immediate and binding measures to stop the attacks carried out by the RSF against civilians, impose targeted sanctions on all individuals and entities proven to be involved in financing, arming, or facilitating these operations, establish an independent international investigative mechanism to trace the sources of drones and weapons used, urgently halt the flow of arms into Sudan, ensure effective protection for civilians in high-risk areas, and prevent the recurrence of serious violations of international humanitarian law.

The Mashad Observatory emphasizes that the protection of civilians is not a political option or diplomatic position, but an urgent legal and moral obligation that cannot be delayed. Continued international inaction or reliance on verbal condemnation alone will inevitably lead to further preventable humanitarian catastrophes.

يعرب مرصد مشاد عن بالغ القلق والاستنكار إزاء التصعيد الخطير والممنهج للهجمات التي تنفذها قوات الدعم السريع ضد المدنيين في السودان، بما يشمل استهداف الأحياء السكنية والمرافق الحيوية والبنية التحتية المدنية، الأمر الذي أدى إلى سقوط أعداد كبيرة من الضحايا الأبرياء وتفاقم غير مسبوق في الكارثة الإنسانية التي يعيشها المدنيون في البلاد.

ويؤكد مرصد مشاد، استناداً إلى عمليات الرصد الميداني والشهادات المباشرة والمصادر المتقاطعة، أن قوات الدعم السريع تواصل تنفيذ هجمات واسعة النطاق ضد مناطق مأهولة بالسكان المدنيين، متسببة في عمليات قتل وإصابات خطيرة ونزوح جماعي، إلى جانب تدمير واسع للمساكن والمنشآت الخدمية الأساسية التي يعتمد عليها السكان في حياتهم اليومية.

كما أجرى مرصد مشاد، بالتعاون مع شركاء دوليين وخبراء فنيين ومختبر إقليمي متخصص، تحليلات تقنية دقيقة لبقايا الطائرات المسيّرة والذخائر المستخدمة في عدد من هذه الهجمات، وأظهرت النتائج مؤشرات قوية ومتطابقة على استخدام منظومات تسليح متقدمة صينية الصنع، وهو ما يستدعي فتح تحقيق دولي مستقل وشفاف لتحديد مسارات الإمداد وكشف الشبكات والجهات التي قامت بتزويد قوات الدعم السريع بهذه القدرات العسكرية.

ويحذر مرصد مشاد من أن استمرار تدفق الأسلحة والطائرات المسيّرة إلى قوات الدعم السريع يمثل عاملاً رئيسياً في إطالة أمد النزاع وتوسيع نطاق الانتهاكات الجسيمة ضد المدنيين، ويؤدي بصورة مباشرة إلى تعميق الكارثة الإنسانية ورفع مستوى المخاطر على حياة ملايين الأشخاص في مختلف أنحاء السودان.

ويؤكد مرصد مشاد أن المجتمع الدولي لم يعد أمامه متسع للاكتفاء ببيانات القلق أو التحذير، إذ إن الوقائع الميدانية تشير بوضوح إلى خطر حقيقي ووشيك بتكرار سيناريوهات كارثية في مدن جديدة، وعلى رأسها مدينة الأبيض، في حال استمرار غياب إجراءات ردع فعلية وعاجلة.

ويعتبر مرصد مشاد أن أي تأخير في اتخاذ إجراءات دولية حازمة لوقف الهجمات وحظر تدفق السلاح ومحاسبة المسؤولين عن تمويل وتسليح قوات الدعم السريع سيؤدي إلى نتائج كارثية، ويضع المجتمع الدولي أمام مسؤولية أخلاقية وقانونية عن الفشل في منع الجرائم قبل وقوعها.

ويجدد مرصد مشاد دعوته إلى مجلس الأمن الدولي إلى اتخاذ خطوات عاجلة وملزمة لوقف الهجمات التي تنفذها قوات الدعم السريع ضد المدنيين، وفرض عقوبات فردية صارمة على كل من يثبت تورطه في تمويل أو تسليح أو تسهيل هذه العمليات، وإنشاء آلية تحقيق دولية مستقلة لتتبع مصادر الطائرات المسيّرة والأسلحة المستخدمة، واتخاذ تدابير فورية لوقف تدفق السلاح إلى السودان، وضمان الحماية الفعلية للمدنيين في مناطق الخطر، ومنع تكرار الانتهاكات الجسيمة للقانون الدولي الإنساني.

ويؤكد مرصد مشاد أن حماية المدنيين ليست خياراً سياسياً أو موقفاً دبلوماسياً، بل التزام قانوني وأخلاقي عاجل لا يحتمل التأجيل، وأن استمرار الصمت الدولي أو الاكتفاء بالإدانات اللفظية سيؤدي إلى مزيد من الكوارث التي كان يمكن تفاديها.

On World Refugee Day, Mashad Organization reaffirms its steadfast commitment to the humanitarian and human rights principles that ensure the full protection of refugees and asylum seekers, and safeguard their dignity and inalienable rights, in accordance with international humanitarian law, the 1951 Refugee Convention, and all relevant international legal instruments.

The Organization commends the efforts undertaken by the Government of Ethiopia to integrate refugees into its national systems, thereby enhancing stability and promoting a more inclusive and sustainable approach to addressing displacement and refugee issues, grounded in the principles of shared responsibility and regional solidarity.

In this context, Mashad Organization calls upon the African Union, the United Nations, and the European Union to intensify and expand international efforts aimed at protecting refugees, broadening humanitarian response mechanisms, and ensuring equitable access to essential services, with urgent attention to the deteriorating situation of Sudanese refugees facing complex and multidimensional humanitarian challenges.

The Organization further emphasizes the imperative of activating international accountability mechanisms and holding states and actors that fail to comply with international refugee protection standards and agreements accountable, in order to end impunity, strengthen the rule of international law, and reinforce the global system of justice and human dignity.

Mashad Organization underscores that the protection of refugees is not an act of charity or a political choice, but a binding legal and moral obligation. وتثمن المنظمة الجهود التي تبذلها حكومة إثيوبيا في اتجاه دمج اللاجئين ضمن منظومتها الوطنية، بما يعزز فرص الاستقرار ويكرّس نهجاً أكثر شمولاً واستدامة في التعامل مع قضايا اللجوء والنزوح، على أساس من المسؤولية المشتركة والتضامن الإقليمي.

كما تؤكد المنظمة على ضرورة تفعيل آليات المساءلة الدولية ومحاسبة الجهات والدول التي لا تلتزم بالمعايير والاتفاقيات الدولية الخاصة بحماية اللاجئين، بما يضمن إنهاء الإفلات من العقاب، وترسيخ سيادة القانون الدولي، وتعزيز منظومة العدالة والكرامة الإنسانية.

⭕️Mashad Observatory Condemns the Systematic Targeting of Miners and Sudanese Youth in Wadi al-Shamal and Calls for Urgent International Investigation and Protection of Civilians⭕️

The Mashad Observatory expresses its profound shock and deep concern regarding the large-scale attack that targeted thousands of Sudanese civilian miners and youth in the Wadi al-Shamal area on the Sudanese–Egyptian border. According to preliminary available information, the attack was carried out through aerial bombardment and direct assaults by unidentified armed elements, resulting in a significant number of casualties, both killed and injured. It also led to the mass displacement of civilians, forcing thousands to flee across the desert under catastrophic humanitarian conditions lacking the most basic necessities for survival.

The Observatory affirms that the targeted victims are civilians who, driven by the consequences of war, economic collapse, and loss of livelihoods, were engaged in traditional mining activities to support their families. Any targeting of such individuals constitutes a blatant violation of the right to life and personal security, and a grave breach of international humanitarian law and international human rights law, particularly the principles governing the protection of civilians during armed conflict.

Information from the area indicates an ongoing state of panic and mass displacement among civilians fleeing across the desert, where thousands face life-threatening risks due to thirst, hunger, injuries, lack of medical care, and the absence of safe corridors or any urgent humanitarian response. This situation warns of a large-scale humanitarian catastrophe unless immediate intervention is undertaken to save lives and protect affected populations.

The Mashad Observatory further expresses grave concern over reports indicating the continuation of targeting and pursuit operations in the region, which further increases the risks faced by civilians and deepens their humanitarian suffering. It reiterates that any attacks against civilians, or actions that result in terrorizing, forcibly displacing, or depriving them of their means of survival, constitute serious violations of international standards for the protection of civilian populations.

The Observatory emphasizes that any cross-border military or security operations that target civilians or expose them to harm represent a serious violation of the principles of national sovereignty and international law. They also raise serious concerns regarding regional security and stability and the safety of civilians working in border areas, and therefore require an independent and transparent investigation to determine the circumstances of the incident and identify those responsible.

The Mashad Observatory calls on the United Nations, the African Union, the Intergovernmental Authority on Development (IGAD), the League of Arab States, the European Union, the Office of the United Nations High Commissioner for Human Rights, and the Special Rapporteurs on extrajudicial executions, internal displacement, and human rights to take urgent action to launch an independent and impartial international investigation into these events, identify those responsible, and ensure accountability in accordance with international standards of justice and the principle of ending impunity.

It also calls for the immediate establishment of humanitarian corridors, securing search and rescue operations for civilians stranded in the desert, providing urgent protection for survivors, ensuring unhindered access to humanitarian aid and medical care, and enabling humanitarian organizations and United Nations agencies to access the area and conduct an urgent and independent assessment of humanitarian needs.

⭕️مرصد مشاد يدين الاستهداف الممنهج للمعدنين والشباب السودانيين في الوادي الشمالي ويدعو إلى تحقيق دولي عاجل وحماية المدنيين⭕️

يعرب مرصد مشاد عن بالغ صدمته وقلقه العميق إزاء الهجوم واسع النطاق الذي استهدف آلاف المعدنين والشباب السودانيين المدنيين في منطقة الوادي الشمالي الواقعة على الحدود السودانية المصرية، والذي نُفذ وفق المعلومات الأولية المتوفرة بواسطة قصف جوي وهجمات مباشرة من عناصر مسلحة مجهولة الهوية، الأمر الذي أسفر عن سقوط أعداد كبيرة من الضحايا بين قتيل وجريح، وأدى إلى تشريد أعداد هائلة من المدنيين وإجبارهم على الفرار عبر الصحراء في ظروف إنسانية كارثية تفتقر إلى الحد الأدنى من مقومات البقاء.

ويؤكد المرصد أن الضحايا المستهدفين هم من المدنيين الذين دفعتهم تداعيات الحرب والانهيار الاقتصادي وفقدان مصادر الدخل إلى العمل في التعدين التقليدي من أجل إعالة أسرهم، وأن استهدافهم بأي شكل من الأشكال يمثل انتهاكاً صارخاً للحق في الحياة والأمن الشخصي، وانتهاكاً جسيماً للقانون الدولي الإنساني والقانون الدولي لحقوق الإنسان، ولا سيما المبادئ المتعلقة بحماية المدنيين أثناء النزاعات المسلحة.

وتشير المعلومات الواردة من المنطقة إلى استمرار حالة الذعر والنزوح الجماعي وسط المدنيين الفارين في الصحراء، حيث يواجه آلاف الأشخاص مخاطر الموت بسبب العطش والجوع والإصابات وانعدام الرعاية الطبية وغياب أي ممرات آمنة أو استجابة إنسانية عاجلة، الأمر الذي ينذر بوقوع كارثة إنسانية واسعة النطاق إذا لم يتم التدخل الفوري لإنقاذ الأرواح وحماية السكان المتضررين.

ويعرب مرصد مشاد عن قلقه البالغ إزاء التقارير التي تفيد باستمرار عمليات الاستهداف والملاحقة في المنطقة، الأمر الذي يزيد من حجم المخاطر التي يتعرض لها المدنيون ويضاعف من معاناتهم الإنسانية. كما يؤكد أن أي اعتداءات تستهدف المدنيين أو تؤدي إلى ترويعهم وتهجيرهم القسري أو حرمانهم من سبل البقاء تمثل انتهاكات جسيمة للمعايير الدولية المتعلقة بحماية السكان المدنيين.

ويشدد المرصد على أن أي عمليات عسكرية أو أمنية عابرة للحدود تستهدف المدنيين أو تؤدي إلى تعريضهم للخطر تمثل انتهاكاً خطيراً لمبادئ السيادة الوطنية والقانون الدولي، كما تثير مخاوف جدية بشأن أمن واستقرار المنطقة وسلامة المدنيين العاملين في المناطق الحدودية، وتستوجب تحقيقاً مستقلاً وشفافاً لتحديد ملابسات ما جرى والجهات المسؤولة عنه.

ويدعو مرصد مشاد الأمم المتحدة والاتحاد الأفريقي والهيئة الحكومية للتنمية (إيقاد) وجامعة الدول العربية والاتحاد الأوروبي ومفوضية الأمم المتحدة السامية لحقوق الإنسان والمقررين الخاصين المعنيين بحالات الإعدام خارج نطاق القانون والنزوح الداخلي وحقوق الإنسان إلى التحرك العاجل لإجراء تحقيق دولي مستقل ومحايد في هذه الأحداث، وتحديد المسؤولين عنها، وضمان محاسبتهم وفقاً للمعايير الدولية للعدالة وعدم الإفلات من العقاب.

كما يطالب المرصد بفتح ممرات إنسانية عاجلة وتأمين عمليات البحث والإنقاذ للمدنيين العالقين في الصحراء، وتوفير الحماية الفورية للناجين، وضمان وصول المساعدات الإنسانية والرعاية الطبية دون عوائق، وتمكين المنظمات الإنسانية ووكالات الأمم المتحدة من الوصول إلى المنطقة وتقييم الاحتياجات الإنسانية بصورة عاجلة ومستقلة.

ويدعو مرصد مشاد المجتمع الدولي إلى اتخاذ خطوات عملية وفورية لمنع وقوع المزيد من الضحايا، وتكثيف الجهود الرامية إلى حماية المدنيين في المناطق الحدودية المتأثرة بالنزاع، وضمان احترام قواعد القانون الدولي الإنساني ومبادئ حقوق الإنسان في جميع الظروف.

إن مرصد مشاد يحذر من أن استمرار استهداف المدنيين والتقاعس عن توفير الحماية لهم من شأنه أن يؤدي إلى تفاقم المأساة الإنسانية ويهدد حياة آلاف الأشخاص الأبرياء، ويؤكد أن حماية المدنيين ليست خياراً سياسياً بل التزام قانوني وأخلاقي يقع على عاتق المجتمع الدولي بأسره، الأمر الذي يستوجب تحركاً عاجلاً وحاسماً قبل وقوع المزيد من الخسائر في الأرواح.

ويجدد مرصد مشاد تضامنه الكامل مع الضحايا وأسرهم، ويؤكد التزامه بمواصلة الرصد والتوثيق ونقل الحقائق إلى الآليات الإقليمية والدولية المختصة، والعمل من أجل ضمان العدالة للضحايا وحماية المدنيين وصون كرامتهم وحقوقهم الأساسية.

⭕️Mashad Observatory condemns verified sexual violations within the context of Médecins Sans Frontières (MSF) against Sudanese refugee women and the collapse of the protection system⭕️

Mashad Observatory expresses its strongest condemnation and grave concern regarding what has been conclusively established through a documented field-based legal and human rights investigation conducted by the Observatory in cooperation with specialized medical entities, concerning the occurrence of severe sexual violations against Sudanese refugee and displaced women. These violations include sexual exploitation, coercion, blackmail, and sexual assault linked to the provision of humanitarian assistance, essential services, and protection in several host countries, including incidents occurring within humanitarian operational contexts associated with Médecins Sans Frontières (MSF).

The Observatory affirms that these incidents are not allegations, but findings substantiated through structured human rights, legal, and medical investigative methodologies, supported by direct testimonies from survivors and witnesses, as well as corroborating medical and legal documentation. These findings demonstrate the existence of serious and recurring patterns of sexual violence rooted in the exploitation of vulnerable humanitarian conditions, coercion, blackmail, and the abuse of dependency on humanitarian aid and basic services, resulting in severe physical and psychological harm that gravely violates the dignity and bodily integrity of victims.

The Observatory considers that these violations, as established and verified through specialized investigative mechanisms, constitute a serious breach of international human rights law and international humanitarian law, and may amount to grave international crimes under the Rome Statute of the International Criminal Court, particularly those related to conflict-related sexual violence, abuse of authority within humanitarian contexts, and serious violations of the duty to protect and the principle of “do no harm.” These acts therefore trigger clear international legal obligations for investigation, accountability, and the prevention of impunity.

The Observatory further notes that the nature, scale, and geographic spread of these violations, together with the medical evidence, legal documentation, and direct survivor testimonies, indicate a deeply concerning pattern that necessitates the immediate establishment of an independent, impartial, and binding international criminal investigation aimed at identifying both individual and institutional responsibility and ensuring accountability without exception or immunity.

Through its field-based, legal, and specialized medical investigation, the Observatory has documented multiple patterns of violations, including sexual blackmail, sexual assault, coercion, threats, and exploitation linked to access to food, shelter, and humanitarian services. It has also documented highly serious cases involving medically unjustified procedures or procedures conducted in violation of international ethical and medical standards. Preliminary data collected by the Observatory indicate more than (2000) confirmed cases, of which 70% are adult women, and 927 confirmed rape cases, while thousands of additional cases have not yet reached the Observatory across various refugee and displacement sites in neighboring countries, reflecting the vast scale of violations requiring urgent international intervention.
