as much as they like to do that they can't since this fee is charged by Westjet. When I contacted Westjet I heard the opposite response, that Westjet doesn't have visibility into the vacation packages that Expedia sells on their behalf and they are charging the cancellation fee.

So who is charging the fee in the end? Both companies claiming the other one is the one charging the fee and they can't do anything about it even though they understand the situation and would like to help :D

Expedia's customer service I was told there is a $200 cancellation fee that's just adding salt to the injury. I asked if you can make a good-will one time exception and issue a future credit so that use that to rebook the honeymoon through Expedia again. The response was /
