STRONG CONDEMNATION OF THE ALLEGED HUMILIATION OF A WOMAN JKAS OFFICER
The All Teachers Association Jammu & Kashmir strongly condemns the alleged public humiliation and verbal abuse of a senior woman officer of the Jammu & Kashmir Administrative Service (JKAS), belonging to the 2015 batch, during the virtual Mission YUVA review meeting held on October 14, 2026, at the Civil Secretariat, Srinagar.
No position of authority can justify the humiliation, intimidation, or disrespect of any officer, particularly a woman discharging her official responsibilities. Administrative accountability and performance reviews are essential to effective governance; however, they must be conducted with professionalism, dignity, and mutual respect. Accountability must never become a pretext for abusive language, intimidation, or the erosion of an employee’s self-respect.
The Association believes that every government employee, irrespective of rank or designation, is entitled to a safe, respectful, and dignified working environment. Any alleged misconduct in an official meeting deserves serious attention and a fair, transparent, and impartial examination. Equally, any departmental clarification concerning the incident must be scrutinised objectively, based on verifiable evidence rather than assumptions or conjecture.
We, therefore, urge the Hon’ble Lieutenant Governor of Jammu & Kashmir, the Chief Secretary, and the General Administration Department to order an independent and impartial inquiry into the incident and the subsequent departmental clarification. We further demand that the dignity and rights of the concerned officer be protected, that no retaliatory action be taken against anyone for raising legitimate concerns, and that appropriate accountability be ensured in accordance with the findings of the inquiry.
The dignity of a woman officer is non-negotiable. Respect in the workplace is not a privilege; it is a fundamental professional obligation. A culture of fear and humiliation has no place in a fair, transparent, and accountable administration.
The All Teachers Association Jammu & Kashmir stands firmly for dignity, justice, gender respect, and institutional accountability. We hope that the competent authorities will act promptly, fairly, and decisively to uphold public confidence in the administrative system.

Five months without salary is a grave injustice. Aayas serving in JK UT CRCs continue to discharge their duties with commitment while enduring immense financial hardship. No employee should be made to work without pay. Their long-pending salaries deserve immediate attention and release.
