The town of Foxborough officially approved the construction plans for Gillette Stadium on December 6, 1999. The Patriots had gone to 2 Super Bowls prior to that since 1971.
Following this approval, construction on the venue in Foxborough, Massachusetts, began on March 24, 2000. The New England Patriots went 5-11 the 2000 season missing the playoffs.
The following 2001 NFL season started September 9th, 2001, then 9/11 happened. The following weeks games were rescheduled, the Patriots lost their starting QB in week 2, and had to put in 2nd year Tom Brady. They started 0-2, then Brady was named the starting QB.
During this time there was also a big push for American Patriotism.
Brady then went 11-3 as the starter, won the AFC East and then the Patriots won their first Super Bowl. Gillette stadium officially opened its doors September 9th, 2002.
After Gillette Stadium opened, the Patriots went to 9 more Super Bowls, winning 5 of those.
Texas Stadium, former home of the Dallas Cowboys, was officially approved by Irving voters on January 16, 1969. 10 days later construction started. 2 years after approval, the Cowboys were in the Super Bowl. JAN 17, 1971 losing to the Baltimore Colts.
October 24, 1971 Texas Stadium opens. The Cowboys won the Super Bowl 3 months later against the Dolphins. 3 years exactly from that Jan 16th approval in '69, to win on Jan 16th, 1972.
After getting approval for Texas Stadium, the Cowboys made the Super Bowl 8 times, winning 5 times.
The Palace at Auburn Hills, former home arena of the Detroit Pistons opened August 13th, 1988. The Pistons won the 1st of their 3 titles in 15 years in that 1988-89 season. 1989. 1990, and 2004.
The Forum in Inglewood, California, originally opened on December 30, 1967. Home of The Los Angeles Lakers (and the LA Kings). The Lakers reached the NBA Finals in their very first season at the arena (1967–68) and went on to win 6 NBA championships while it was their home. '72, '80, '82, '85, '87, '88. They played in the NBA Finals 14 times during their tenure at The Forum between 1967 and 1999.

Sometimes the goal is to get a new arena and when the public doesn't approve it, then the trick is to give that franchise the title to before approval of building a new arena..... all in the hopes of convincing local officials to say yes.
San Antonio Spurs won their 1st title in 1999. After getting approval, they had to wait for the LA Lakers to win their 3peat 2000-2002, before the Spurs won again in 2003, 2005, 2007, & 2014.
Some people still don't believe that these dynasties aren't precluded by the announcement of a new arena. Before Kobe and the Lakers won 5 titles in 10 years, LA Lakers announced in 1997 they were building a new arena that was set to open in 1999. It opened in 1999 and the Lakers won the title in 2000, 2001, 2002, 2009, 2010.
