Today in Mombasa, I officiated the Energy Sector Governance Conference, bringing together Boards and leaders across the energy sector to strengthen accountability, transparency, ethical leadership and effective oversight.

As Kenya’s energy sector rapidly transforms from renewables and LPG to e-mobility and our journey towards first oil governance must keep pace with investment and innovation.

Strong governance protects investments, safeguards consumers and sustains public confidence. Also present was EPRA Director General, Eng. Edward Kinyua, OGW.

Site visit and inspection of the planned East Africa Oil Refinery in Lamu ahead of tomorrow’s groundbreaking ceremony, to be presided over by President William Ruto and Aliko Dangote, Group President and Chief Executive of Dangote Group.

The site is ready for the groundbreaking of the Sh2.2 trillion project, which will strengthen Kenya and the region’s petroleum sector, support industrial development, create jobs and unlock opportunities across the wider petroleum value chain.

The engagement focused on strengthening collaboration, enhancing operational efficiency, safeguarding fuel supply security, and promoting a stable and well-regulated market.

We reaffirmed our commitment to continuous stakeholder engagement and to fostering a transparent, investor-friendly petroleum sector that protects consumer interests while supporting sustainable growth and innovation.

The transition to clean energy solutions is critical to advancing sustainable development, protecting our environment, and improving the health and well-being of our people. Expanding access to clean cooking technologies, particularly Liquefied Petroleum Gas (LPG), remains central to our efforts to reduce reliance on traditional biomass fuels while promoting safer and more efficient energy use.

Today, I met with officials from KCB Bank to discuss opportunities for collaboration in advancing the adoption of clean cooking solutions in schools across the country.

Our discussions focused on KCB Bank's Clean Energy Financing Programme, which is supporting schools to transition from the use of firewood to LPG. This initiative is helping learning institutions access safer, cleaner, and more efficient cooking energy while reducing dependence on traditional biomass fuels.

The programme targets to reach 3,212 schools by the end of the year and has a long-term goal of supporting more than 9,000 schools nationwide, particularly those with an enrolment of over 300 learners. Its impact will go beyond school kitchens by contributing to environmental conservation, improved health outcomes, and enhanced learning environments for our children.

I commend KCB Bank for its commitment to advancing clean energy solutions and look forward to continued collaboration in driving the clean cooking agenda and expanding access to LPG across the country.

STATEMENT ON KENYA'S PETROLEUM SUPPLY SECURITY

Fuel remains readily available across the country, supported by adequate national stocks, a resilient and fully operational import and distribution system, and the continued success of the Government-to-Government (G2G) fuel supply arrangement. This framework has significantly strengthened Kenya's energy security, reduced pressure on foreign exchange demand, enhanced supply predictability and reinforced the resilience of our petroleum supply chain, enabling the country to effectively navigate periods of global market uncertainty.

In line with the Government's commitment to shielding households and businesses from the effects of international market volatility, and in consultation with the National Treasury, we have extended the application period for the 8% VAT on petroleum products for a further three months, until 14th October 2026. Further, during the July–August 2026 pricing cycle, the Government will deploy a KSh 945 million subsidy from the Petroleum Development Levy to stabilise pump prices.

These measures underscore our unwavering commitment to protecting consumers, supporting businesses and safeguarding the economy from external shocks while ensuring petroleum products remain as affordable as possible under prevailing global market conditions.

The recent developments in the Middle East, particularly the renewed tensions around the Strait of Hormuz, have understandably raised concerns over the stability of global energy markets. We reassured Kenyans that the country's petroleum supply remains secure, with all scheduled cargoes arriving and offloading as planned, guaranteeing uninterrupted availability of fuel across the country.

We will continue to closely monitor global developments, work collaboratively with industry stakeholders and safeguard the gains achieved through the G2G fuel supply framework, ensuring Kenya maintains a reliable, resilient and affordable petroleum supply despite prevailing global market volatility.

Today, I joined the Cabinet Secretary for Energy and Petroleum, Opiyo Wandayi, during a media briefing to update the nation on the security of Kenya's petroleum supply, global market developments and the country's preparedness amid the evolving situation in the Middle East.

It was a pleasure to meet with Hon. Dr. Monica Musenero Masanza @DrMusenero , Uganda's Minister of Energy and Mineral Development, and Eng. Irene Pauline Bateebe @irenebateebe , Permanent Secretary at Uganda's Ministry of Energy and Mineral Development, to discuss practical ways of improving the efficiency of petroleum product receipt through the Kenya Pipeline Company (KPC) system.

Our discussions reaffirmed the strong partnership between Kenya and Uganda and our shared commitment to strengthening energy security, improving supply chain efficiency, and ensuring a reliable and sustainable supply of petroleum products for the benefit of both countries.

Today, I joined the Cabinet Secretary for Energy and Petroleum, Hon. @OpiyoWandayi during the signing of a Memorandum of Understanding between the Government of Kenya and the Government of Rwanda to facilitate the importation of refined petroleum products for Rwanda through Kenya's Northern Corridor transit route.

This landmark agreement reinforces Kenya's position as a regional energy and logistics hub while deepening bilateral cooperation and advancing the East African Community's regional integration agenda.

The partnership will enhance the efficiency and reliability of petroleum supply chains, promote cross-border trade, and unlock greater economic opportunities for both Kenya and Rwanda.

Government remains committed to supporting initiatives that strengthen petroleum security, improve trade facilitation, and drive sustainable socio-economic development across the region.

Today, I was pleased to join @TotalEnergiesKE Marketing and its transport partners as we marked an important milestone in petroleum transport safety with the deployment of a new, modern, and fully compliant fleet.

This achievement is a testament to what can be accomplished when Government, industry players, and transporters work together towards a common goal. Through the review of cost of supply and operations sector (COSSOP ) and EPRA’s recognition of compliant transport costs, we have created an environment that encourages investment in safer equipment and higher industry standards.

I commend TotalEnergies Marketing Kenya and its partners for taking this important step. Their investment will enhance road safety, strengthen compliance, and support a more reliable petroleum supply chain across the country.

Safe petroleum transportation is not just an industry requirement ,it is a national responsibility. It helps protect lives, safeguard the environment, and ensure the uninterrupted energy supply that powers our economy.

I am equally encouraged by the continued focus on driver training through initiatives such as the Perfect Driver Program. Modern fleets deliver the greatest impact when operated by skilled, disciplined, and responsible drivers.

As we continue working together to raise standards across the sector, let us remain committed to building a safer, more efficient, and sustainable energy future for Kenya.
