This comes at an opportune time as leaders gather for #ACF2026 to discuss scaling investment across Africa. Built on a $500M portfolio of trade assets, the structure can mobilize private capital at up to a 1:19 ratio, bringing investors into markets where financing gaps remain the highest — including low-income and fragile states.

Standard Chartered has arranged a $2.33B syndicated facility for Tanzania's Standard Gauge Railway (SGR), one of the largest infrastructure financings in East African history:
—The $2.33B breaks down into $1.32B in Export Credit Agency (ECA) financing for Lots 3 and 4, $462M from commercial banks and Development Finance Institutions (DFIs) for Lots 3 and 4, and a $559m Sinosure-covered facility for Lot 5
—ECAs from Sweden (EKN/SEK), Poland (KUKE) & Italy (SACE) fronted the facilities, with reinsurance from two additional ECAs, and Standard Chartered acted as Sole Global Coordinator, Bookrunner, Mandated Lead Arranger, Facility Agent & Lender for the Government of Tanzania across all tranches
—Lot 3 and 4 (430km, Makutupora to Isaka) will be built by Turkey's Yapi Merkezi; Lot 5 (249km, Isaka to Mwanza) by China's China Civil Engineering Construction Corporation (CCECC)
—The deal builds on a $1.46bn ECA-led facility Standard Chartered arranged for Lots 1 and 2 in 2020, making the bank the dominant financier across the entire 1,219km Dar es Salaam to Mwanza corridor
—Tanzania's full SGR ambition spans 2,561km, connecting landlocked Rwanda, Burundi, Uganda, and the DRC to the port of Dar es Salaam

Following the approval of the rationale by the Chamber of Deputies, today the draft law regulating virtual assets in Rwanda was brought to the Commission for further evaluation within the Committee on Economy and Trade. This stage allows for deeper analysis, stakeholder input, and refinement of the proposed framework.
The law aims to establish a secure and transparent environment for virtual asset transactions, protecting investors while supporting innovation in Rwanda’s growing digital economy.

This evening, Rwanda received an award from @WorldBankGroup recognizing its strong performance on the newly launched Human Capital Index+ (HCI+), after emerging as a top performer relative to its income level. The award was presented by @MamtaMurthi , Vice President for People at the World Bank. The HCI+ uses data on health, education, and employment outcomes to assess how effectively countries translate investments into productivity highlighting Rwanda’s sustained gains in health, learning, and skills development.
