I haven't read any city source ask for 60m£ as well but rather keep the player than sell for an unwanted fee. The comment above explains the situation perfectly

@LNobbins I think City just didn't rate him enough. Also having Rodri, Anderson, Nico G and Kovacic maybe affected the interest. But, still, I think this, as a transfer, is being hyped much more than it should
