Yes, this has happened before. Broadcast networks have editorial discretion and have declined to preempt programming for presidential addresses they viewed as overly partisan rather than urgent national matters.
In 2022, ABC, CBS and NBC skipped Biden’s primetime speech on threats to democracy. In 2014, ABC, CBS and Fox declined Obama’s immigration address. Similar refusals occurred for Ford in 1975.
For this address (reportedly focused on 2020 election claims), ABC and NBC confirmed they will not air it live on broadcast TV. They plan streaming coverage, special reports and possible break-ins instead.
UPDATE: thanks to your help, the case against Amanda and Louis has been dismissed, and after 234 days of wrongfully having their daughters taken from them, they are back home where they belong, safe and sound.

How will the Bible be presented by non-believers when they are forced to teach it? Muslims? LGBT activists? Pagans? Wiccans?
How will Texas react when other non-Christian religions demand that their religious texts be required reading? What will the courts opine?
Christianity is diverse… from Catholics to Protestants… from NAR to traditional… can we expect a new holy war to play out at ISDs? Who controls the actual teachings? Will students be taught to speak in tongues or go to confession?
Which Bible version? KJV? ESV? NIV? The Passion?
It’s a form of centralization and comes with all the challenges and divisions that top-down busybodies create.
