I think this change is much simpler than everyone’s making it out to be. The time between end of previous play and the next snap will be a maximum of 35 seconds, consistently. Officials will still have to spot the ball within that time and start the game clock when ready. If teams happen to be able to run off a bit more time because of this new rule, then at least it will be consistent for all teams.
That’s how I understand it anyway. Could be wrong.
