Reforming Ukraine’s defence sector is as much a governance challenge as a military one.
How could the EU step up alongside NATO, embedding defence within the EU’s institutional frameworks?

This was Kyiv last night.
Those very, very fast missiles are probably 3M22 Zircon hypersonic cruise missiles. Russia fired eight of them at us yesterday.
Imagine this was your city, and this was happening a few hundred metres from your home.
Yesterday, EPIK joined the inaugural Architecture of Security Forum in Kyiv. A new expert platform is dedicated to one of the most urgent questions of our time: how Ukraine's experience is reshaping European security.
@MatteoMecacci, Director of EPIK, joined a high-level panel alongside @VPrystaiko, @NathalieTocci, and Vygaudas Ušackas.
They discussed a fundamental paradigm shift in Western thinking — Ukraine not as a consumer of European security, but as one of its guarantors. Matteo also elaborated on the conditions necessary to ensure long-term post-war stability in the region.
More conversations like this are exactly what this moment demands.
Kyiv suffered another heavy Russian missile and drone attack overnight. Numerous buildings damaged or destroyed. Mayor Vitali Klitschko says 4 people killed, 58 injured in the Ukrainian capital, 40 of which were hospitalized. Those figures are likely to rise over the day as emergency service workers clear rubble.
The bombardment comes 10 days after the last major assault on Kyiv — and amid persistent threats from Moscow of more attacks. President Zelenskyy has pleaded with the US and others partners to help it secure more Patriot air defense systems and munitions capable of downing Russia’s ballistic missiles.
European policymakers are exploring ways to upgrade the EU-Ukraine relationship ahead of full membership. The latest initiative comes from German Chancellor Friedrich Merz.
The idea, however, has been met with scepticism in Ukraine.
Today in Kyiv, I begin my role as Director of EPIK @EPIK_Ukraine — the European Policy Institute in Kyiv, the first international think tank established in Ukraine.
I take on this role at a defining moment for Ukraine and for Europe. As Russia’s war against Ukraine continues to reshape the European security landscape, the need for serious, independent, and policy-oriented analysis grounded in Ukraine’s realities has become increasingly important.
EPIK’s mission is to help ensure that perspectives from Kyiv contribute directly to the debates shaping Europe’s future — from Ukraine’s EU accession and long-term security to recovery, resilience, and regional stability. Ukraine’s future and Europe’s future are increasingly inseparable.
An important part of EPIK’s work is also to bring analysts, experts, and policymakers from across Europe to Kyiv to engage directly with Ukrainian institutions, civil society, and the broader context in which decisions are being made.
After many years working on issues related to democracy, human rights, and European security, I am very pleased to begin this new chapter and I’m grateful to @HallgrenJakob and @FLojdquist for the opportunity to contribute to this work, and excited for what lies ahead.
Promised, delivered, implemented.
The EU’s strategy to achieve a just and lasting peace in Ukraine rests on two pillars: strengthening Ukraine; increasing pressure on Russia. Today we moved forward on both:
▪️ Unlocking the €90 billion loan to Ukraine, securing financial and military support for 2026–2027.
▪️ Adopting the 20th package of sanctions against Russia, reducing its ability to wage war.
Europe stands firm, united and unwavering in its support to Ukraine.
Europe has proven that it has the capacity to support Ukraine not only last year. With the €90 billion loan that we will approve tomorrow, we will support Ukraine in 2026 and 2027. And we will continue as long as necessary and whatever it takes.
