On Wednesday afternoon, Madison Police surrounded a Black man while he was on the ground, shooting him three times in the head at point blank range.

According to witnesses, the man was shot in the head three times by police.

The video of the shooting was posted by Richard Hegwood, who lives in the neighborhood, to his Instagram.
