@chrismartenson Unfortunately, the authorities are not releasing that information as to whether he was wearing a plate. It's obvious he was not wearing a full vest. This is the only explanation that makes any sense to me. If you have a better idea, I would love to hear it.

@chrismartenson What does it look like after striking a stainless steel plate? Does it fragment? I am convinced Charlie was wearing a plate. If the round hit the plate at the correct angle, it could have fragmented and ricocheted upwards to hit him in the neck.
