The only solution i see is that these guys along with the stray dogs should be adopted by peta and they should be put together in a safe zone away from the public, they can love and feed the dogs to ensure they get food and love.

@surnell Not just this, dog owners must use a leash and muzzle on their dogs in public. It should be made mandatory by law to ensure safety for everyone. For the safety of others the leash length needs to be specified as well. Commonsense is not common these days sply for dog lovers.
