Addis Abeba — Egyptian President Abdel Fattah #El_Sisi and #US Central Intelligence Agency (#CIA) Director John Ratcliffe discussed the conflict in Sudan, security developments in Somalia and the wider Horn of #Africa, as well as international maritime security, during talks in #Cairo on 20 September, according to the Egyptian Presidency.
The meeting, attended by Hassan Rashad, head of Egypt’s General Intelligence Service, also covered Egyptian-U.S. strategic relations and security and intelligence cooperation, including efforts to counter terrorism, organized crime and cross-border crime.
On Sudan, El-Sisi reaffirmed Egypt’s support for Sudan’s unity, stability and national institutions, describing the country’s “sovereignty, unity, and territorial integrity” as non-negotiable principles. He also highlighted Egypt’s participation in regional and international efforts aimed at ending the war, alleviating civilian suffering and supporting a political settlement, the presidency said.
The talks also addressed developments in Somalia and the wider Horn of Africa. El-Sisi expressed Egypt’s support for efforts to strengthen security and stability in Somalia and rejected what he described as any infringement on Somalia’s sovereignty or territorial integrity.
Ratcliffe, meanwhile, stressed the importance of continued coordination between U.S. and Egyptian authorities on the Sudan crisis, developments in Somalia and the Horn of Africa, and international maritime security, according to the Egyptian statement.
The two sides also discussed intelligence and security cooperation, including counterterrorism, organized crime and transnational crime, as well as the exchange of assessments and intelligence on regional and international developments affecting security and stability.
The meeting also covered the crises in #Gaza and #Iran. El-Sisi called for the full implementation of the second phase of the U.S. president’s plan to consolidate the Gaza ceasefire, protect civilians and ensure adequate and unhindered humanitarian access to the Gaza Strip.
Ratcliffe expressed appreciation for Egypt’s role in efforts to consolidate the Gaza ceasefire and advance the peace process, according to the Egyptian Presidency.

Eritrea has accused the United Arab Emirates (UAE) of pursuing what it described as “port imperialism” across Africa, amid growing competition over strategic ports and military influence in the Horn of Africa and the #Red_Sea.
In an exclusive interview with Middle East Eye (MEE), Eritrean Foreign Minister Osman Saleh questioned the UAE’s expanding involvement in ports across the region, saying African countries should ask why #Abu_Dhabi maintains port facilities in several locations.
“The UAE has port facilities everywhere in the region, and African countries have to ask why,” Saleh told MEE. “Is it just for economics? No.”
UAE-based #DP_World and #AD_Ports Group have stakes in or manage facilities in #Egypt, #Tanzania, #Somaliland and #Puntland. MEE noted that the UAE’s port expansion has also faced setbacks, including #Djibouti’s cancellation of a DP World concession in 2018 and Sudan’s termination of a 2022 agreement involving a proposed $6 billion port project.
Saleh said Eritrea rejected a UAE request around 2016 to establish a military base on an island in the #Dahlak Archipelago. “We didn’t want DP World [in Eritrea],” he told MEE. “We do not want any foreign power to have a ‘hub’ in Eritrea.”
Eritrean officials also expressed concern over what they described as growing UAE-#Israel convergence in the Horn of Africa, particularly in relation to #Ethiopia and Somaliland.
Saleh linked these concerns to Ethiopia’s renewed interest in securing Red Sea access and its expanding ties with the UAE, while accusing Israel and the UAE of converging around Somaliland.
#Eritrea has accused the United Arab Emirates of pursuing what it describes as "port colonialism," referring to the UAE's growing investment and strategic presence at key facilities across the Red Sea and East Africa.
Eritrean Foreign Minister Osman Saleh, speaking to Middle East Eye, questioned whether the UAE's expanding network of ports could be characterized as anything other than colonialism.
"The UAE has port facilities in many parts of the region, and African countries need to ask themselves the reason why," said Osman Saleh.
Companies linked to the UAE, including DP World and AD Ports Group, have invested in or manage port facilities in several African countries, including Egypt. Tanzania and Somalia
DP World manages the Port of Berbera in the breakaway region of Somaliland and is also involved with the Port of Bosaso in Puntland; this gives the UAE-linked company a significant presence along the waterway connecting the Red Sea, the Gulf of Aden, and the Indian Ocean.
Asmara stated that it rejected DP World's efforts to establish operations in Eritrea and also opposed a reported request from the UAE to set up a military base on the Dahlak Islands.
The UAE previously maintained a military base in Assab, Eritrea, which supported the Saudi-led military operations in Yemen.
Eritrea has also expressed concern regarding the UAE's ties with Ethiopia and Israel, warning that the growing involvement of foreign powers in the Horn of Africa could intensify political and geopolitical rivalries in the region.
These statements come at a time when Gulf states and other international actors are increasing their economic and strategic engagement in the Horn of Africa.

He is not a stranger whose character I discovered through politics or social media. Our families were deeply connected. His mother and my mother were close friends. He was close to my father and remains very close to my two older brothers.
I know the home that produced him. I know the values that formed him. I know the sacrifices behind his education.
His remarkable mother raised and educated her children through her own labor, courage and discipline - without depending on anyone. Every Somali shilling she earned was sacrificed for their education and future.
From that extraordinary woman, Professor Samatar inherited something money cannot purchase and propaganda cannot erase: dignity, independence, discipline and moral courage.
That is why I categorically reject the filthy and dishonest accusation that Professor Samatar was paid or directed by a foreign government to criticize Türkiye.
Professor Samatar is not for sale.
He would not accept a single dime from Türkiye, the UAE, Israel or any other foreign government to manufacture a political position. Anyone accusing him of doing so must immediately produce evidence - or admit that they are spreading malicious lies because they cannot answer his arguments.
Professor Samatar and I disagree profoundly on certain issues, particularly concerning our home region of Awdal.
He considers himself first and foremost a Somali without tribal affiliation. My position is different. I believe that, as a member of Parliament, I had a primary obligation to represent the people and region that sent me to Mogadishu, followed by my responsibility to the entire Somali nation.
That disagreement is real. I will not conceal it.
Professor Samatar and I do not coordinate politically. We do not even speak to each other. He is close to my older brothers, but he and I maintain no regular communication.
Therefore, nobody can honestly claim that I am defending him because of a political alliance, as Awdalian, personal arrangement or coordinated campaign.
I am defending him because I have known his character for more than four decades - and because remaining silent while dishonest officials and reckless propagandists attempt to assassinate the character of an honorable man would be moral cowardice.
I am not like the spineless members of Parliament from Awdal who are too frightened to stand publicly for the true character of Professor Samatar
These Somali ministers and pro-Türkiye attack accounts have chosen character assassination because they are terrified of confronting the substance of what Professor Samatar wrote.
Current Petroleum Minister Dahir Shire Mohamed, former Petroleum Minister Abdirisak Mohamed Omar, academic Dr. Hassan Sheikh Ali Nur, and the informal pro‑Türkiye attack cluster—including Serdar Bursalı (@serdarbursalii), Darwiish (@DaMadMullah), Octavia Hill (@AnterosKaiser), Deeqa (@Deee_luul) and Amina Mohamed (@AminaMaandeeq) - have attacked Professor Samatar’s scholarship, patriotism, motives or personal character because they are unwilling or unable to confront the substance of what he wrote.
“He warned that Turkish military resources, Turkish-trained forces and Ankara’s security relationship were being used to strengthen Hassan Sheikh Mohamud’s authoritarian political project rather than defend the Somali people exclusively from terrorism.” I agree wholeheartedly.
If he is wrong, prove him wrong.
Answer his evidence with evidence.
Instead, they call him ambitious, unpatriotic, foreign-controlled or connected to “Zionists.” These are not arguments. They are the desperate insults of people who have no documents, no credible answers and no respect for honest public debate.
Do not lecture me about Professor Samatar’s character. I knew him before many of his attackers entered politics. I knew his family before Türkiye possessed a military base, petroleum agreement or political machinery in Somalia.
His mother raised him with principles. No ministerial position, foreign contract or social-media mob can erase those principles.
Professor Dr. Abdi Ismail Samatar is not for sale - and neither is the truth.

Somalis must confront a difficult question: should an ethnic Somali from Ethiopia, Kenya, Djibouti or elsewhere hold federal office simply because members of their clan live in Somalia? My answer is no.
Being ethnically Somali does not, by itself, give someone the right to exercise state power. Yet under 4.5, clan identity can become an unofficial passport into Parliament and senior office. The refugee origin diaspora is different: those families were uprooted from Somalia by civil war. Eligibility should depend on a proven legal bond to the republic, not clan nomination.
The problem is that some who benefit from this ambiguity sit in the very Parliament expected to resolve it.

The data does prove theft and it exposes a secretive, concentrated procurement system demanding an immediate fraud and nepotism investigation.
Who were the 753 consultants? Who owned the contracting companies? Which Villa Somalia officials approved the direct awards? How much was actually paid? What reached Somalia’s regions and people?
The World Bank and donors must release the contracts, beneficial owners, consultant identities, approvals, invoices, bank-payment records and verified project results.
No more anonymous consultants. No more hidden owners. No more unexplained direct awards.
Release the files. Expose every connection. Trace every dollar. Recover every dollar proven stolen.

Türkiye Petroleum agreement with Somalia is one worst in the World
Many Somalis of goodwill believe that Türkiye is a Muslim country that has a brotherly relationship with Somalia, but the regime in Ankara is engaged in deep economic duplicity. The Petroleum agreement between Somalia and Türkiye clearly manifest two facts. First, Hassan Sh. betrayed of the Somali people by signing a contract that seriously undermines their interest. Second, the Ankara regime abused the subservience of the Somali regime to extract maximum benefits from the agreement.
It has been difficult to find the full contract between Somalia and Türkiye, but what we have seen so far shows that the production sharing agreement gives Somalia only 5% of royalties.
Equatorial Guinea’s petroleum production agreement with Western oil companies is considered one of the worst contracts in the world. Nevertheless, even that sinfully corrupt and cruel dictatorship negotiated a better deal than Somalia. Equatorial Guinea earns 12% of the royalties, while many of the other oil producing countries earn substantially more. This makes the Türkiye -Somalia agreement one the worst in the world. Is it not ironic this is how some Muslim regimes treat their weaker faith brothers. Corruption and misery will be the consequence of this deal.
