مناهج دراسية تركز على الوحدة الوطنية لا على سرديات قبلية.

تدريس تاريخ مشترك للصومال وأفريقيا والعالم، مع إبراز الهوية الجامعة.

دعم مدارس حكومية مختلطة تضم طلابًا من كل المناطق.

حزمة قوانين عملية يمكن أن تُسنّ لضحد القبلية وتقوية الدولة:

1. قانون المساواة والمواطنة

ينص أن جميع المواطنين متساوون أمام القانون بغض النظر عن العشيرة أو الأصل.

يحظر التمييز القبلي في التوظيف والخدمات العامة.

إنشاء مفوضية للمساواة تراقب التوظيف الحكومي والقطاع الخاص.

4. قانون الإعلام والخطاب العام

منع التحريض القبلي في القنوات والإذاعات والتواصل الاجتماعي.

غرامات أو إغلاق مؤقت للمؤسسات الإعلامية التي تروّج للانقسام.

تشجيع برامج تبني الهوية الوطنية (لغة، تاريخ، ثقافة مشتركة).
