If you're buying from OCONUS, don't start with the houses. Start with the plan. Know your orders and reporting timeline. Get financing lined up. Confirm your VA eligibility and entitlement situation. Understand your occupancy requirements. Identify the areas that fit your commute and lifestyle. Plan how inspections and walkthroughs will be handled remotely. Understand the closing process. For a Fort Campbell-area move, location needs to be evaluated in the context of the installation, gates, commute patterns and the community you will actually live in. The goal is not simply to buy a house before you land. The goal is to make an informed purchase while you're working from another time zone, another country or a military schedule. OCONUS buyers need a process—not just a portal full of listings.

The assumable VA loan conversation and why it matters more right now than it has in years
A VA-backed loan can potentially be assumed by a qualified buyer.
Why does that matter?
Because an existing VA mortgage may have an interest rate that is different from the rate available to a new buyer today.
But an assumption is not simply handing the buyer the keys.
The buyer must meet the applicable requirements, and the seller needs to understand what happens to the seller’s VA entitlement when the loan is assumed.
That makes this a strategy conversation for both sides.
Sellers should understand the potential value of the financing attached to their property.
Buyers should compare the existing loan terms, remaining balance, equity requirement, fees and qualification requirements against their other financing options.
An assumable VA loan can be valuable—but the numbers still have to work.
THE GREAT RECESSION: WHEN THE HOUSING MARKET FLOODED
The 2007–2009 financial crisis changed the real estate market in ways that still matter today.
As mortgage defaults and foreclosures increased, the housing market was flooded with distressed properties. That surge in inventory put significant downward pressure on home prices.
At the same time, lenders tightened their lending standards, credit became harder to obtain, and the broader economy slowed. Rising unemployment created even more mortgage distress, creating a cycle that affected homeowners, lenders, buyers, sellers, and entire communities.
One important part of the response was the increased use of short sales. Instead of allowing every distressed property to proceed through foreclosure, lenders sometimes accepted a sale for less than the mortgage balance when doing so could reduce their potential loss.
Government programs, mortgage assistance, historically low interest rates, and changes in lending practices eventually helped stabilize the market.
The lesson for real estate professionals is bigger than what happened in 2008:
Housing markets are interconnected.
Interest rates affect affordability.
Lending affects demand.
Inventory affects pricing.
Employment affects homeowners’ ability to pay.
And distressed properties can affect an entire market.
Understanding what happened during the Great Recession gives us important perspective when analyzing real estate cycles today.

ZERO DOWN DOES NOT MEAN ZERO CASH NEEDED
One of the most persistent VA misconceptions is:
“VA is zero down, so I don't need money to buy.”
Zero down and zero cash are not the same thing.
Depending on the transaction, buyers can still encounter expenses associated with:
• Inspection
• Appraisal
• Earnest money
• Prepaid items
• Closing costs
• Moving
• Repairs after closing
• Reserves and emergency savings
Seller concessions, lender credits, and other transaction structures may affect the amount a buyer ultimately brings to closing, but those are not automatic.
Your lender and closing professionals should provide the actual figures for your transaction.

WHY “CLOSE TO BASE” IS NOT ENOUGH INFORMATION FOR A MILITARY BUYER
When someone says:
“We want to be close to base.”
I have more questions.
Which gate?
What duty hours?
How often do you expect to commute?
Are you looking for resale demand?
Could this become a rental?
Do you need access to Clarksville?
Do you prefer Tennessee or Kentucky?
What happens if your next assignment changes?
What does your spouse's commute look like?
Do you need acreage, a subdivision, or something in between?
Military families don't all have the same definition of “convenient.”
That's why I don't believe in giving military buyers a generic list of neighborhoods.
The right location depends on the mission.

Military sellers — read this before you price or panic.
The 21st Century ROAD to Housing Act is law (July 11, 2026). It is not a VA rule change and it is not an automatic crash. It does change who can bid on your house after January 7, 2027.
What is actually changing for you:
• Large institutional buyers that already control 350+ single-family homes generally cannot buy another house after Jan. 7, 2027. Exceptions exist (build-to-rent, renovate-to-rent). They do not have to dump the houses they already own.
• That means fewer Wall Street cash offers on the 3/2 ranch you need to sell before PCS. Owner-occupants and VA/FHA buyers become an even bigger share of your buyer pool.
• This law does not raise BAH, speed your orders, fix your appraisal, or waive VA minimum property requirements.
What it does NOT do:
• Force a fire sale of investor-owned homes in Clarksville / Oak Grove / Hopkinsville etc.
• Crash values overnight
• Change your VA funding fee, entitlement, or residual-income test
• Give you extra time on a report date
Alert for military sellers on a clock:
1 If your plan was “an investor will cash us out in 10 days,” that plan gets weaker after Jan. 7, 2027. Price and condition for VA-ready buyers, not Invitation Homes.
2 Do NOT list high because a NAR postcard said “landmark victory.” Appraisers use comps, not press releases.
3 Do NOT wait for a crash that this statute does not create. PCS dates win. A house that sits past your report date costs more than a slightly lower list price.
4 Repair the things VA appraisers actually call: heat, roof, safety, utilities, peeling paint on pre-1978. An investor might have waived it. A VA buyer often cannot.
5 If you close before Jan. 7, 2027, today’s buyer mix still includes those large cash players. If you list AFTER, plan for financed owner-occupants.
This law trims future mega-landlord bidding. It does not rescue a late PCS listing or a house that will NOT pass a VA appraisal.

🌎 Yep… Middle Tennessee gets earthquakes.
It’s one of those things people don’t always think about when they’re moving to Middle Tennessee or Southern Kentucky.
No, Clarksville isn’t California. 😂 And we’re not sitting in the middle of the New Madrid Seismic Zone. Most of the time it's a one time boom from the Quarry or from Ft Hood field-training 💣 💣
But earthquakes do happen here!! 🤯
Middle Tennessee can experience smaller earthquakes, and we’re close enough to several regional seismic zones that a larger earthquake elsewhere in the region could definitely be felt here.
The big one people hear about is the New Madrid Seismic Zone, which runs through parts of Missouri, Arkansas, Tennessee, Kentucky and surrounding areas. The historic 1811–1812 earthquakes were enormous and were felt across a huge portion of the United States.
So what does that mean if you’re buying a house around Clarksville, Nashville, Fort Campbell or Southern Kentucky?
🏡 Don’t panic. Earthquake risk here is nothing like what you’d find in California.
🏡 Do understand the difference between “earthquake hazard” and “earthquake likelihood.” Being in an area where shaking can occur doesn't mean an earthquake is about to happen.
🏡 Pay attention to the house itself. Foundation type, construction, age, soil conditions and the property's specific location all matter when evaluating how a home may perform during significant shaking.
And this is a good reminder that “What should I know about this house?” goes way beyond bedrooms, bathrooms and whether you like the kitchen.
When you're buying in a new area, understanding the local geography, weather, infrastructure and natural hazards is part of understanding the property you're actually purchasing.
Because moving here shouldn't just be about finding a house you love.
You should know what you're buying into. 🏡

🛒 Clarksville Walmart vs. Fort Campbell Commissary... I had to see for myself.
There's always a debate about which one is actually cheaper, so I compared prices on some everyday items.
Here's what I found:
🥩 Meat: The Commissary won on several cuts, and in my opinion, the meat quality looked better overall. Ground beef, pork shoulder, and pork chops were all priced competitively. On top of most of the time better quality meat.
🥤 Dr Pepper: Nearly identical pricing, with the Commissary coming in just a little lower. My black Gold is getting out of hand expensive 🙃
🍞 Bread: In-store Walmart was cheaper on Texas Toast than the Commissary. (Don't rely on Walmart Marketplace listings online—they're often third-party sellers and can be much higher.)
💰 Taxes vs. Surcharge
Clarksville Walmart (TN) App for the Blvd location
Qualifying groceries: 6.75% sales tax
$100 in groceries = $106.75 out the door
Fort Campbell Commissary (KY)
0% sales tax
5% Commissary surcharge
$100 in groceries = $105.00 out the door
➡️ That's a $1.75 savings for every $100 spent before you even compare shelf prices.
When many of the Commissary's meat prices are already lower, those savings can add up quickly.
I'm not saying one store is always better—prices change every week—but based on this shopping trip, the Fort Campbell Commissary came out ahead for my family.
🚩 I did not take pictures but canned vegetables are way more at the Commissary than Walmart. As well as products in glass like spaghetti sauce, Nutella, jam / jelly. etc
✨️ Bonus: Oak Grove Walmart doesn't charge sales tax on most grocery food either, but on this comparison, the Fort Campbell Commissary still had the better overall value on several meat items—even after the 5% surcharge.
Kentucky generally exempts most qualifying grocery food from sales tax, but non-food items and many beverages (such as soft drinks) may still be taxable.
This comparison is based on the prices from your shopping trip and can change with future pricing and promotions.

Someone else in the transaction must cover them. Here’s how it typically works:
Who Usually Pays:
- Seller (most common)
Sellers frequently cover non-allowable fees as part of the negotiated deal. In Tennessee, this is specifically addressed in Section 7 of the VA/FHA Loan Addendum (RF625), where the seller agrees to pay non-allowable settlement charges up to the dollar amount written in the blank.
- Lender
The lender can absorb or waive the fees, or issue a lender credit to offset them (sometimes in exchange for a slightly higher interest rate).
- Real estate agent (less common)
Occasionally an agent will cover part of the cost.
⚠️Key Rules to Remember
- Non-allowable fees cannot be charged to the veteran under any circumstances.
- Seller contributions toward the veteran’s normal/allowable closing costs (title, appraisal, recording, etc.) generally have no dollar limit.
- True seller concessions (funding fee, prepaid taxes/insurance, temporary rate buydowns, debt payoff, etc.) are capped at 4% of the home’s reasonable value.
💡Non-allowable fees don’t disappear — they just shift to the seller, the lender, or (rarely) another party so the veteran is protected from those specific charges.
