I just received a request to do a "peer review" for a hire at a university I don't work for. This is a candidate I do not know. Is this a thing? On top of peer review of manuscripts and grants, we are also expected to review applicants? For free? I am confused.

@carlton_fong No it is a contracted position. Sounds to me like they are delegating the work that the hiring committee is supposed to be doing.
