**Irregularities and Misuse in Recruitment Due to Conversion of Designated Experience Points into Percentage**

I wish to draw your attention to the serious irregularities occurring in the allocation of experience weightage in the recruitment processes conducted by the Bihar Government/Public Service Commission for engineering and other posts.

As per the government order, eligible candidates in open competitive recruitment are to be awarded 5 points for each completed year of experience, with a maximum of 25 points. However, in practice, these 25 points are being converted into a percentage (25%), wherein the written examination marks are scaled to 75 out of 100, and the 25 experience points are added. This conversion is not only unjust but also distorts merit-based selection.

My specific objections are as follows:

**Violation of Designated Points:**
When the government order specifies a maximum of 25 points for experience, why are these points being converted into 25% by scaling the written exam marks to 75? This scaling provides undue advantage to candidates, equivalent to an additional 133.33 points in an evaluation of 400 marks.

**Undue Advantage to Already Appointed Candidates:**
Experience weightage is being granted to candidates who are already employed in permanent government positions and have previously availed of the same weightage in earlier recruitments.

**Violation of New Entrants’ Rights Due to Repeated Selections:**
A large number of candidates are repeatedly getting selected in multiple recruitments due to this weightage. This directly violates the constitutional right to equal opportunity for new entrants. Is this fact unknown to the Commission?

**Concrete Evidence Available:**
The attached list clearly demonstrates that several candidates are repeatedly included in the selection lists, availing the same weightage multiple times.

Therefore, I request the following:

1. The experience points should be limited to 25, and not converted into a percentage.

2. A restriction should be imposed on granting weightage again to candidates already appointed.

3. The recruitment process should be conducted in a fully merit-based, transparent manner, in accordance with government orders.

Immediate action from the Commission and a formal clarification regarding the legality of the current practice are expected.

2015 वाली सरकार का कार्यकाल पूरा भी हो गया लेकिन अभी तक Mains रिजल्ट नहीं आया ।

1. 2017 के बाद Combined बहाली नहीं आया, जिसके कारण विभाग में आधे से ज्यादा इंजीनियरों के पद खाली हैं।
2. सरकार से विनती है कि संविदा और गेट को बंद करे।
3. 25% वेटेज देना भी बंद करे।
