Last November we shared the summary. Today, Heritage Institute is pleased to share the full study: Strengthening Somalia's Health Sector: Decentralization in a Federal System. Led by Prof. Maye Omar of the University of Leeds with HIPS researchers, the study examines the structural and capacity challenges facing Somalia's federal and state health institutions and offers a practical roadmap for decentralization, clarifying roles across levels of government, strengthening institutional capacity, and diversifying health financing.

Heritage Institute is pleased to share the summary of its latest study: Strengthening Somalia’s Healthcare Sector: Decentralization in a Federal System.
Led by Prof. Maye Omar of the University of Leeds, the study reviews the structural and capacity challenges facing Somalia’s federal and state health institutions. It highlights gaps in policy development, limited use of evidence, overlapping mandates, and fragmented, donor-driven planning.

The study also outlines a practical roadmap for advancing health sector decentralization by improving institutional capacity, clarifying roles across government levels, and promoting more inclusive and accountable governance.

It was an immense joy and pride to return to Somalia after 33 years. I visited the city of Bosaso, Puntland in response to an invitation by the University of Health Sciences. I delivered a key note speech at the graduation ceremony & lectures to faculty members.

Paid a visit to Samedang Larang Palace, Indonesia and was received by Prince Luky Djauhari & his staff. He apprised me about the history of the Kingdom. We exchanged views on a number of issues including possible areas of research and development on culture and education.

Delivered a guest lecture to academics and students of Public Health at Hasanuddin University in Makassar, Indonesia on ‘Global Health Policies and Systems.

Today, I was received by the Rector (Vice Chancellor) of Hasanuddin University, Makassar, Indonesia who warmly welcomed me to the University. We had productive exchanges on possible collaborative programmes between our two universities.

My first day in Makassar, I Was warmly welcomed by senior management of Public Health Faculty of Hasanuddin University in Makassar, South Sulawesi, Indonesia. The focus of discussions was around possible areas of academic partnership between our two institutions.

I have today arrived in Indonesia at the invitation of Hasanuddin University to discuss potential collaboration in the areas of teaching and research between Public Health Faculty and the Nuffield Centre for International Health at University of Leeds.
