The Gardiner expressway, according to our city manager, is 1.3% of lane km's in the city but 53% of the State of Good repair budget. It moves only 3% of morning commuters. 68% arrive on transit. Spending $1 billion to rebuild a small portion of it is deeply irresponsible.
