SHOCK as Controller of budget reveals a debt crisis where Ksh 3.3 trillion in external debt is due within a year.
Apparently, treasury has been taking loans even before projects were ready.
In one case, the treasury took a loan for KPLC to lay underground cables, only for Kenya power to reveal that they were not aware of such project.
